Dubai to build affordable houses for people earning Dh3,000 to Dh10,000 per month

Dubai has allocated over 100 hectares of land for affordable housing, mostly to meet the demand for dwellings for people earning between Dh3,000 and Dh10,000 per month, a senior government official told Emirates 24|7 in an exclusive interview.

“In just three areas — Muhaisnah 4, Al Qouz 3 and 4 — we allocated land in excess of 100 hectares for affordable housing and that will take up more than 50,000 people. “We have many more areas where similar housing will come up,” said Abdulla Mohammed Rafia, Assistant Director General for Engineering and Planning Sector, Dubai Municipality.

For the first time, the civic body defined affordable housing in Dubai as “living space for people whose salary is between Dh3,000 to Dh10,000 per month”.

“Usually in any city, you will have to provide between 15 and 20 per cent of the total housing units in the affordable range and if you don’t then you will have that kind of influx of people coming in and going out every morning and evening.”

The current residential supply in the emirate stands at 377,000, JLL, a real estate consultancy’s data discloses, with experts predicting between 20,000 and 25,000 new units to be delivered this year.

Rafia reiterated the municipality’s role was only limited to allocating land and issuing guidelines for affordable housing and it refrains from enforcing the regulations on developers.

“We will give the guidelines and developers should follow them, but if they don’t, we will not be forcing them as we don’t want to interfere, or else, we have to interfere as the government.

“That happened before in the late 1970s and early ’80s and it worked. We built so many houses in Dubai.”

He expected government-owned real estate companies to compensate for lack of affordable housing if master developers did not take up these developments.

A concern for the official was that mismanagement, greed and middlemen had resulted in the affordable developments post their completion did not cater to the respective segment.

“Our business is to provide land for that [affordable housing] purpose and we will try to keep it for that purpose, but when these are developed the purpose changes sometime due to mismanagement, greed and middlemen driving the prices up.

“The entities may earn money, but that is not profitable for the city as it loses money in rectifying other problems such as traffic.”

Emirates 24|7 reported earlier that a few government and private developers have launched “freehold” housing projects for people earning between Dh15,000 and Dh25,000 per month, but the municipality move is intended to cater to the need on the rental side.

Last week, Dubai Investments Chief Executive Officer Khalid bin Kalban told this website that the property market was to gain momentum in 2016 with affordable housing category outshining the luxury segment

Kuwaiti divorces wife after seeing her online… naked

A Kuwaiti man divorced his new wife after he saw her naked on the internet although she was covering her face, a Saudi newspaper reported on Sunday.

The husband was surfing some websites when he was shocked to see his wife totally naked before their marriage eight months ago, ‘Sada’ said.

The wife denied that she was in the film but the husband went ahead and divorced her, telling her he knows her body very well.

“In court, he accused his wife of being involved in vice before their marriage.

“He accused her family of covering up for her and asked for their punishment.”

Dubai-based Indian millionaire Yogesh Mehta's only son Rohan Mehta tied the knot with London-born Roshni in a three-day-long destination wedding.

Daily Mail reports an estimated £14 million (Dh77m) was splurged during the no-holds-barred big fat Indian wedding.

From gigantic crystal chandeliers, crystal crockery, massive floral embellishments, the Florence wedding saw it all.

The one request that was turned down by the City Council was arrivals on elephant on grounds of health and safety and animal welfare concerns.

So Mehta commissioned a fountain with a carved elephant covered with glittering mosaic tiles, reports La Nazione.

The three-day event took off on November 25 culminating on Rohan and Roshni's wedding day on Nov 27 November.

The wedding was attended by more than 500 guests from across the world.

Hundreds of friends and relatives were flown to Italy from around the globe to participate in the extravagant wedding ceremony.

Guests were entertained with musical and dance acts that saw DJ Zubair, singer Sukhbir Singh and Natalie Di Luccio perform.

The bride and groom also took centre-stage and showed off their dancing prowess - later to be joined by the family members.

Roshni looked gorgoeous in traditional Indian ensemble and the groom looked handsome in an Indian sherwani.

Roshni, who works in fashion, was seen in Indian designer Manish Malhotra's collection during most of the ceremonies.

Throughout the three-day ceremony, a number of feasts were held, providing the guests with sumptuous food and drink.

A wide selection of Indian delicacies were on offer to guests during the marathon celebration.

After the outlandish mehendi ceremony, the groom led the party on D-Day from All Saints Square.

The marriage took place in a gazebo, the traditional mandap, which was mounted in the square.

The party went on until late at night in a gala reception at Villa Le Corti, with fireworks, dancing dragonflies and cascading flower arrangements.

The newly married couple is expected to settle in Dubai.

Yogesh Mehta, listed as one of the top 50 richest Indians in 2015 with an estimated wealth of $533 million, had recently announced about his son's marriage through his Twitter handle.

"Our son Rohan will marry his sweetheart Roshni on 27 November 2015 in Florence, Italy. A magical RORO wedding," Yogesh Mehta posted on Twitter.

Mehta is the founder of a Petrochem empire based out of Dubai and Rohan has joined the family business.

Video: Violent fist fight at Saudi restaurant

A group of Saudi young men were caught on camera fighting restaurant workers with fists, bricks, sticks and chairs outside the place before attacking them inside.

A YouTube film published by ‘Ihsa’ newspaper showed man men jumped and punched each other before some of them used stones, plates, chairs and sticks.

The paper said the scuffle erupted outside Bab Al Yemen (Yemen Gate) Restaurant in the eastern Ihsa province but it did not mention reasons or whether there were casualties in the brawl.

After UAE national carriers announced discounted fares to celebrate the 44th National Day, India’s budget carrier, SpiceJet, has joined the bandwagon, offering cheaper one-way fares to non-resident Indians.

One-way base fares start at Dh244 for travel  from Dubai to Mumbai, Kochi and Kozhikode, while base fares from Dubai to Delhi, Ahmedabad, Amritsar, Madurai and Pune will start from Dh344.

The company said in a statement that statutory taxes will apply with the offer, starting from November 29, 2015, till midnight December 3, 2015.

The travel period will be from February 1 to October 29 2016.

“Dubai is our key international market. We will continue to increase our presence here. Our customers can expect many more flights and many more offers in the coming months,” said Ajay Singh, Chairman, SpiceJet.

When asked by Emirates 24|7 if the return fares will be higher for travellers who have got discounted fares, Shilpa Bhatia, Senior Vice President and Head of Sales and Distribution, SpiceJet, said: “When we throw up a pricing, we don’t have a system that changes if someone buys a discounted ticket that he will get a super-expensive fate on return. We don’t have that revenue model.”

According to the airline, tickets purchased during the offer will be non-refundable though travellers will be able to change their dates by paying a fee of Dh130.

This website reported earlier that Etihad, Emirates and Air Arabia had announced National Day sales but they have concluded as of November 28, 2015.

On Sunday, Emirates 24|7 reported SpiceJet was planning to start flights to Hyderabad and Jaipur from Dubai, with the aim to increase frequency of its flights to existing destinations.

Flights to Amritsar are set to commence on a daily basis from the current six days, with the airline also evaluating the possibility of flying to Kannur International Airport.

The public sector in the UAE will have a five-day holiday, starting Tuesday (December 1) till Sunday (December 6). The private sector holiday will start from Wednesday (December 2) till Sunday (December 6).

Gold extended losses on Monday, dropping towards its lowest level in nearly six years, and was poised to record its steepest monthly slide in 2-1/2 years on prospects of a US interest rate hike this year.    

The Federal Reserve is expected to raise rates at its next policy meeting on Dec.15-16.     

Investors believe gold, as a non-interest-paying asset, will take a hit to demand from higher rates as the dollar gains.    

Spot gold slipped 0.2 percent to $1,055.60 an ounce by 0656 GMT. It had dropped to $1,052.70 earlier in the session, within striking distance of $1,052.46, the lowest since February 2010, reached on Friday.

Assets in SPDR Gold Trust, the world's top gold-backed exchange-traded fund, fell to their lowest since September 2008 on Friday.

The strength in the dollar also kept a lid on any increase in gold prices. The dollar climbed to a fresh eight-month high against a basket of major currencies on Monday.

Among other precious metals, silver was poised to log its worst month in year, with a near-10 percent drop. The platinum group metals were the worst performers in the precious group in November. Palladium has lost 20 percent for the month, while platinum has lost 16 per cent - both biggest monthly drops in four years.

Rates will be updated twice daily

Emirates 24|7 brings you the daily Dubai gold rate (22k, 24k, 21k and 18k), as well as currency exchange rates, including the Indian rupee, Pakistani rupee, Philippine peso, Sri Lankan rupee, sterling pound, euro and may more against the UAE dirham (US dollar).

The rates for 24 carat, 22 carat, 21 carat, 18 carat and Ten Tola (TT) Bar (11.6638038 gram) will be updated four times a day to keep them fresh and relevant for buyers of gold bars and gold jewellery in the UAE.

The update times for Retail Gold Rate in Dubai will be at 9.30am, 2.30pm, 5pm and 8pm (unless there is drastic fall or rise in the international rate).

On Saturdays, the gold rates will be updated at 9.30am and this rate will stay static through Saturday and Sunday until the international market reopens on Monday.

Please note that the retailers add making charges separately to the quoted rate of gold.

The Retail Gold Rate in Dubai is being supplied by the Dubai Gold and Jewellery Group.

Foreign Exchange Rates

The Foreign Exchange Rates of major currencies will be updated twice each working day at around 8:30am and 3:30pm.

These will cover both the Remittance Rates [for sending money] and the Currency Notes Rates [for buying and selling of currency notes].

800 vacancies at Enoc, Salf Belhasa Group for F&B jobs in UAE, GCC

Nearly 800 jobs will come up at food and beverage brands in the UAE and other neighbouring countries.

Dubai-based fuel retailer Enoc will recruit over 480 employees for its pizza brand while Saif Belhasa Holding will recruit 300 people for its F&B units.

“We are expanding and doing franchise as well at the same time. So plans is to build eight more outlets in the UAE and franchise mainly in the GCC,” said Burhan Al Hashemi, Managing Director, Enoc Retail.

“We are searching for main location and looking at options in Abu Dhabi, Sharjah and Ras Al Khaimah.

"We are also looking at petrol stations and good locations in malls.”

The group aims to open 60 outlets of Paavo’s Pizza across the region in the next few years. The fuel retailer has opened six outlets of Paavo’s Pizza in fuel stations and the first standalone on Palm Jumeirah. It will open second standalone in Jumeirah Lake Towers in December.

Replying to a query about jobs, Al Hashemi said an average outlet needs at least eight staffers so there could more than 64 jobs coming up at Paavo’s Pizza in Dubai alone.

“We bring people who have experience of working in fast food industry and have worked for big international food chains.”

The UAE-based family conglomerate Saif Belhasa Holding, the franchise owner of the Chocolate Bar, is also looking to add five outlets of its American franchise in the UAE next year in addition to two in Saudi Arabia and few in Bahrain and Kuwait.

The company on average recruits 25 employees for each outlet in the UAE, hence, adding nearly 150 more for the UAE operations and around 150 more for the GCC operations as company expects more staff to be recruited for the Saudi and Kuwait operations.

The company employs 400 staff for all of its F&B brands and 250 for Chocolate Bar’s 10 branches including the latest in the Mall of Emirates.

“We expecting to have 150 more staff to join Chocolate Bar in the UAE.

"In Saudi Arabia, we have more than 50 in one outlet and 27 in Kuwait in each outlet. In Saudi, every outlet should have a separate station for the families. We are investing Dh25 million in the UAE and GCC,” said Belhasa.

England newcomer James Vince is hoping his team will go for a clean sweep of the Twenty20 series against Pakistan when they play the third and final match in Sharjah on Monday.

The 24-year-old batsman batted with confidence to score 41 on his debut and then 38 in the second as England won both matches in Dubai to take an unbeatable 2-0 lead.

Vince vowed England would not be complacent and would go for a 3-0 win.

"To come here and win 3-0 would be a great effort, that's what we're looking to try and do," said Vince, who added he enjoyed his first chance in Twenty20.

"I was included in the squad last summer, but didn't get the chance to play. So it's nice to come out here and get an opportunity. I'm enjoying every minute of it.

"I am staying on for another three or four weeks to play Pakistan A, so that will be another tough series," said Vince of England Lions' series with Pakistan's second string in the United Arab Emirates next month.

"I get the chance to captain the Lions, so that will be another good experience," said Vince.

"I'd love to play all formats. My first chance has come in Twenty20. I hope I can push on, find my way into the 50-over side - and the Test side as well, I hope."

Vince admitted he was nervous in the first match on Thursday.

"I was nervous walking out that first game, in front of a full stadium, but I settled down after a couple of balls and eased into it nicely," he said.

 


National Day holidays: Metro, Tram and hospital timings; free parking in Dubai

Roads and Transport Authority (RTA) has announced timings of various services covering customer service centres, paid parking zones, public buses, Dubai Metro, Dubai Tram, marine transit modes, driving schools, and vehicle testing and registration centres during holidays to mark the 44th National Day and Commemoration Day.

Moaza Al Marri, Director of Marketing and Corporate Communication, RTA, announced the following timings for various entities:

Customer Service Centres

Service Centres will be closed starting Tuesday, December 1 and will resume duty on Sunday, December 6.

Paid parking

Paid parking zones all over Dubai, except for Fish Market parking lot and multi-level parking terminals, will be free of charge from December 1, and fees will be reactivated on Saturday, December 5, she added.

Dubai Metro

On December 1 and 2, Green Line stations will start service at 5.50 am up to 12am (midnight), and on December 3, service will continue up to 1am (the following day). On Friday, December 4, service will run from 10am up to 1am (the following day). On December 5 and 6, stations will open from 5.50am to 12am (midnight).

On December 1 and 2, Red Line stations will start service at 5.30am up to 12am (midnight), and on December 3, service will continue up to 1am (the following day). On Friday, December 4, the service will run from 10am up to 1am (of the following day). On December 5 and 6, stations will open from 5.30am to 12am (midnight).

Dubai Tram

From the December 1-3, Dubai Tram will start service at 6.30 am up to 1am (the following day). On Friday, December 4, service will run from 9am up to 1am (the following day). On December 5 and 6, from 6.30 am up to 1am (of the following day).

Public buses

From December 1-3, main stations of public buses, such as the Gold Souk, will start bus service from 4.25 am up to 1am (the following day). Al Ghubaiba Station will offer service from 5am up to 12.10 am (past midnight). Subsidiary Stations, such as Satwa, will start service from 5am up to 11.15 pm, except for C01 Route which offers 24/7 service. Al Qusais Station will open at 4.40 am up to 10.50 pm, Al Quoz Industrial Station will open from 5am up to 11.35 pm, and Jebel Ali Station will open from 5.45 am to 9.45 pm.

The Metro Feeder bus service at Rashidiya, Mall of the Emirates, Ibn Battuta Mall, Burj Khalifa, Etisalat and Abu Hail Stations, will open at 5.15 am up to 1.10 am (the following day). The timing of feeder bus service will be synchronized with the timing of the metro services.

The Inter-city Bus service at main stations such as Al Ghubaiba will be operating around the clock to offer services to Sharjah (Jubail Station), and from 5am up to 11.40 pm to Abu Dhabi. Subsidiary Stations, such as Sabkha, will offer intercity-bus service from 6am am up to 1.30 (the following day), whereas Deira City Center Station will operate from 5.30 am to 11.35 pm, and Karama Station will open from 6.10 am up to 10.20 pm.

External Stations, such as Ajman Route, will start at 4.30 am and continue up to 11.30 pm. Fujairah Route will start service at 6am up to 10.05 pm, and Hatta Route will be on service from 6am am to 10.05 pm.

The Water Bus at Marina Station will operate from 12pm up to 12am (midnight). The Water Taxi will offer service at Al Ghubaiba Station from 10am to 6pm, Marina Mall Station from 2pm up to 10pm, The Palm Jumeirah – Atlantis from 9am up to 8pm, and The Palm Jumeirah – Rixos from 11am to 7pm. The Dubai Ferry will make three trips from Al Ghubaiba Station to Marina Mall at 11am, 1pm and 6.30 pm. There will be a one-hour trip at 3pm within the Dubai Creek, and another one at 5pm pm to the Jumeirah Beach Park. At the Marina Station, the Ferry will offer three trips Al Ghubaiba-bound trips at 11am, 1pm and in addition to a trip at 6pm. A one-hour trip will also be operated heading to Burj Al Arab at 3pm, and Atlantis Hotel at 5pm.

Abras

Electrical abras will operate at the Global Village from 4pm up to 1am (the following day), Burj Khalifa from 6pm to 11pm, Mamzar Station from 5pm up to 1am (the following day), and Atlantis from 1pm to 9pm. Dubai Health Authority announced today (Monday) the working hours for DHA administration, hospitals, primary health centres and medical fitness centres during the 44th UAE National Day and Martyr’s Day public holidays.

Timing of DHA hospitals

Hospitals will work as per shift timings and medical practitioners will be on call to ensure work continues as usual.

The emergency departments of all DHA hospitals (Rashid, Dubai, Latifa and Hatta) will be functional round-the-clock on all days.

Outpatient clinics at Dubai Hospital and Rashid Hospital will be closed during the holidays. Outpatient clinics at Latifa Hospital will be closed except for the pediatric walk-in clinic which will function as usual.
Hatta hospital’s outpatient department will be open from 7.30am to 9.30pm. All other specialist outpatient clinics will be closed.

Timings of primary healthcare centres (PHCs)

Nad Al Hamar and Al Barsha health centres will function 24 hours on all days.  The Al Lusaily primary healthcare centre will be open from 8am to 3pm during the holidays. All other primary healthcare centres will reopen on Saturday December 5.

Medical fitness centres

Al Muhaisnah medical fitness centre will be open on December 1 from 8am to 1pm. All other DHA medical fitness centres will remain closed during the holidays and will resume work on Saturday December 5.

Etisalat working hours

Etisalat has announced its business hours during the upcoming 44th UAE National Day holidays.

On December 1 and 3, select Business Centre (BC) stores and outlets will be operational between 9am to 2pm, however, they will remain closed on  December 2, 2015.

Revealed: Most expensive cities to live in (Dubai not in Top 3 in MEA)

It may come as a surprise for some of us living here in Dubai, but the emirate is more affordable to live in than almost two-thirds of the world’s 133 cities ranked by the Economist Intelligence Unit’s (EIU) annual Cost of Living Report 2015.

For the record, Amman, Nairobi and Abu Dhabi remain the most expensive cities in the Middle East and Africa region (MEA) even as Riyadh and Jeddah rank among the region’s Top 5 least expensive cities.

If the look on your face right now is one of disbelief, you’ll be forgiven. For, it is indeed surprising to see Dubai ranked among the more affordable cities since a majority of the emirate’s residents would have witnessed inflation first-hand: rents have been inching up, children’s school fee is rising, so is the monthly grocery bill, and the food and entertainment bill is dearer, among many other things.

But believe it – according to the EIU’s stringent and meticulous criteria, Dubai is more affordable than the likes of Malaysia’s Kuala Lumpur, Thailand’s Bangkok and China’s Beijing.

Regionally, Jordan’s Amman holds the dubious honour of being the most expensive city in MEA. Ranked at No. 48 worldwide, Amman enters the global Top 50 this year, and has become more expensive compared with last year, rising four slots from No. 52 in 2014 rankings.

The EIU survey compares more than 400 individual prices across 160 products and services. These include food, drink, clothing, household supplies and personal care items, home rents, transport, utility bills, private schools, domestic help and recreational costs.

Even as most items of daily use along with services and rentals are becoming more expensive in Dubai, it must be noted that this is not a local trend – things are getting dearer across most of the cities surveyed. So, even as Dubai residents end up paying more for enjoying the same lifestyle this year compared to last year, residents in some of the other cities surveyed too paid more.
In fact, the cost of living in Dubai is about 30 per cent cheaper than New York, the base city of the survey. “Overall, the region continues to supply value for money,” EIU’s Jon Copestake, Editor of the Cost of Living report, said in comments sent to Emirates 24|7.

“Prices are structurally lower than in Western Europe or North America (or parts of Asia),” he says. “On average, the cost of living in Africa and the Middle East is 35 per cent lower than in New York. Even Dubai, a regional shopping hub with a highly developed retail sector, is about 30 per cent cheaper than New York,” says Copestake, who is also EIU’s Chief Retail & Consumer Goods Analyst.

However, a stronger US dollar makes local services dearer in international comparisons even as imported goods are cheaper for residents of the UAE, which has its currency pegged to the greenback. A stronger dollar – and therefore a stronger UAE dirham – means that goods priced in other, weaker currencies can be bought for lesser dirhams, making them ‘cheaper’ for us.

On the other hand, the cost of services and local goods, priced as they are in dirhams, appear expensive in global comparisons, pushing the country’s cities higher in Cost of Living rankings. Even as Dubai retains its position among the ranks of the world’s more affordable cities to live in, a rising inflation is clearly taking hold.

“As with many other factors, the cost of living in Africa and the Middle East is volatile, with inflationary pressures and currency weakness driven by changes in oil prices as well as political and economic instability,” says EIU’s Copestake.

EIU says its survey, which has been carried out for more than 30 years, is a tool to help HR and finance managers calculate cost-of-living allowances and build compensation packages for expatriates and business travellers.

The 2015 Worldwide Cost of Living survey shows that living in Dubai has become more expensive than the year before, with the emirate’s cost of living rank moving up 11 slots, from No. 94 last year among 133 metropolitan cities surveyed to No. 83 this year.

“In cost-of-living terms, the two regions [Middle East and Africa] can be divided along lines of whether currencies have been pegged to the US dollar or not. In the case of the former, the relative cost of living has risen. Cities in the UAE, Saudi Arabia, Jordan, Qatar, Kuwait and Oman have all seen rises in their ranking,” Copestake says.

This rise of 11 places makes Dubai more expensive to live in, but still more affordable than it was four years ago, in 2011, when it was ranked as the world’s 78th most expensive city. Even as Dubai’s rank in the Cost of Living table has been fluctuating, thanks in part to the varying dollar value, the emirate has steadily become more competitive by becoming overall affordable over a period of time.

The emirate was ranked at No. 56 in 2003, and since then its affordability and attractiveness as a magnet for businesses as well as professional workers has clearly received a boost.

The UAE’s capital Abu Dhabi too has become more expensive this year (jumps five slots from last year’s rank) although the jump in its rankings is less pronounced than Dubai’s.

At No. 77 globally, Abu Dhabi is ranked as the region’s third most expensive city. This suggests that the UAE capital is a relatively more expensive place to live in than its more flamboyant neighbour although it remains ranked in the bottom half of the 133 cities surveyed.

Kenya’s Nairobi is the MEA’s second most expensive city, rising four slots this year to rank at No. 69 worldwide. “Elsewhere, Sub-Saharan African cities such as Lusaka in Zambia, Abidjan in Côte d'Ivoire and Dakar in Senegal have all become relatively cheaper, falling down the ranking as a result. Part of the reason for this is that one of the dominant Sub-Saharan African currencies, the CFA franc, is pegged to the euro rather than the dollar,” explains Copestake.

“Although the cost of living in Sub-Saharan Africa is falling, it is North Africa and the Middle East that supplies the cheapest cities in the region,” says Copestake.

“Algiers and Damascus both feature among the world’s 10 cheapest, while price controls also put the Saudi cities of Jeddah and Riyadh, alongside Pretoria in South Africa and Muscat in Oman, in the cheapest 20 cities surveyed,” he adds.

Global Rankings

Globally, Singapore heads an unchanged top five, with Paris (#2), Oslo (#3), Zurich (#4) and Sydney (#5) all remaining structurally expensive, EIU the report states. There is plenty of movement lower down the list, however, especially relating to exchange rate weakness, it notes.

Caracas, in Venezuela, falls 124 places, from #6 in last year’s ranking to 4th from bottom this year. Kiev (Ukraine) and Tehran (Iran) fall 38 and 61 places, respectively, it adds.

“The situation of an unchanged top five is very rare for the Worldwide Cost of Living Survey and disguises some significant global drivers that are impacting the cost of living everywhere,” comments Copestake.

“In fact, a look at the data six months ago would have shown a different top five, and things are changing quickly, especially with the fall in oil prices. Rebasing the survey to today’s exchange rates would put Zurich top, highlighting how fluid the global cost of living has become,” he says.

It is not just emerging markets that are prone to slides. Japan’s Tokyo, which was replaced as the world’s most expensive city last year, has fallen to 11th place as low inflation and a weak Yen take their toll. Conversely, Seoul, in South Korea, is rising quickly up the rankings. Ranked 50th five years ago, it is now in the Top 10.

Despite topping the ranking, Singapore still offers relative value in some categories. For basic groceries, Singapore is only 11 per cent more expensive than New York, but it is the joint most expensive place in the world alongside Seoul to buy clothes, with the malls of Orchard Road offering a price premium that is over 50 per cent higher than New York.

Most significantly, Singapore's complex Certificate of Entitlement system makes car prices excessive, with Singaporean and transport costs almost three times higher than in New York.

Karachi in Pakistan and Bangalore in India offer the best value for money. Indian cities make up four of the six cheapest. Structurally low wages and price subsidies on some staples have made for a highly price sensitive market and it seems that falling oil prices will add further weight to this.

The singer tweeted about her cancellation, "Babies, I'm so sad I won't be able to make it abroad this December but I can't wait to see u & reschedule for next year. I love you so much."

We await for further clarification about the cancellation just two days before the concert day. Show organisers, Flash Entertainment, are working with the tour to confirm new dates in 2016.

All four of her December dates on 'Honeymood Tour' has been called off.

She was also due to perform in London on Saturday and two shows in Japan next week.

Tickets will be valid for the new tour dates when show is rescheduled.

Video: 21,300 hard shoulder road offences in Dubai

Drivers in Dubai committed nearly 21,300 hard shoulder offences in just six months and this shows they insist on such road violations despite their serious consequences, the Dubai police commander in chief has said.

The offenders were caught by an advanced mobile camera introduced by the emirate early this year in a bid to deter drivers doing into the banned hard shoulder area following a surge in serious accidents because of such offences, Colonel Saif Al Mazroui said, quoted by the Dubai-based Emarat Alyoum daily.

“Hard shoulder offences are very high in Dubai…this shows that the motorists insist on wrong overtaking on roads despite the high risks of such acts.”

He said the new cameras are highly accurate and flexible and are intended to catch violators of road safety, especially those who drive into hard shoulder areas.

He noted that such offences mostly occur during the rush hours and they only cause further road bottlenecks.

“Many drivers are still committing such offences, apparently not being aware of the new cameras, which can distinguish between white and yellow lines.”

Mazroui said drivers committing hard shoulder offences are fined Dh600 and have six black points added to their traffic record.

Roads and Transport Authority (RTA) has announced timings of various services covering customer service centres, paid parking zones, public buses, Dubai Metro, Dubai Tram, marine transit modes, driving schools, and vehicle testing and registration centres during holidays to mark the 44th National Day and Commemoration Day.

Moaza Al Marri, Director of Marketing and Corporate Communication, RTA, announced the following timings for various entities:

Customer Service Centres

Service Centres will be closed starting Tuesday, December 1 and will resume duty on Sunday, December 6.

Paid parking

Paid parking zones all over Dubai, except for Fish Market parking lot and multi-level parking terminals, will be free of charge from December 1, and fees will be reactivated on Saturday, December 5, she added.

Dubai Metro

On December 1 and 2, Green Line stations will start service at 5.50 am up to 12am (midnight), and on December 3, service will continue up to 1am (the following day). On Friday, December 4, service will run from 10am up to 1am (the following day). On December 5 and 6, stations will open from 5.50am to 12am (midnight).

On December 1 and 2, Red Line stations will start service at 5.30am up to 12am (midnight), and on December 3, service will continue up to 1am (the following day). On Friday, December 4, the service will run from 10am up to 1am (of the following day). On December 5 and 6, stations will open from 5.30am to 12am (midnight).

Dubai Tram

From the December 1-3, Dubai Tram will start service at 6.30 am up to 1am (the following day). On Friday, December 4, service will run from 9am up to 1am (the following day). On December 5 and 6, from 6.30 am up to 1am (of the following day).

Public buses

From December 1-3, main stations of public buses, such as the Gold Souk, will start bus service from 4.25 am up to 1am (the following day). Al Ghubaiba Station will offer service from 5am up to 12.10 am (past midnight). Subsidiary Stations, such as Satwa, will start service from 5am up to 11.15 pm, except for C01 Route which offers 24/7 service. Al Qusais Station will open at 4.40 am up to 10.50 pm, Al Quoz Industrial Station will open from 5am up to 11.35 pm, and Jebel Ali Station will open from 5.45 am to 9.45 pm.

The Metro Feeder bus service at Rashidiya, Mall of the Emirates, Ibn Battuta Mall, Burj Khalifa, Etisalat and Abu Hail Stations, will open at 5.15 am up to 1.10 am (the following day). The timing of feeder bus service will be synchronized with the timing of the metro services.

The Inter-city Bus service at main stations such as Al Ghubaiba will be operating around the clock to offer services to Sharjah (Jubail Station), and from 5am up to 11.40 pm to Abu Dhabi. Subsidiary Stations, such as Sabkha, will offer intercity-bus service from 6am am up to 1.30 (the following day), whereas Deira City Center Station will operate from 5.30 am to 11.35 pm, and Karama Station will open from 6.10 am up to 10.20 pm.

External Stations, such as Ajman Route, will start at 4.30 am and continue up to 11.30 pm. Fujairah Route will start service at 6am up to 10.05 pm, and Hatta Route will be on service from 6am am to 10.05 pm.

The Water Bus at Marina Station will operate from 12pm up to 12am (midnight). The Water Taxi will offer service at Al Ghubaiba Station from 10am to 6pm, Marina Mall Station from 2pm up to 10pm, The Palm Jumeirah – Atlantis from 9am up to 8pm, and The Palm Jumeirah – Rixos from 11am to 7pm. The Dubai Ferry will make three trips from Al Ghubaiba Station to Marina Mall at 11am, 1pm and 6.30 pm. There will be a one-hour trip at 3pm within the Dubai Creek, and another one at 5pm pm to the Jumeirah Beach Park. At the Marina Station, the Ferry will offer three trips Al Ghubaiba-bound trips at 11am, 1pm and in addition to a trip at 6pm. A one-hour trip will also be operated heading to Burj Al Arab at 3pm, and Atlantis Hotel at 5pm.

Assets in SPDR Gold Trust, the world's top gold-backed exchange-traded fund, fell to their lowest since September 2008 on Friday.

The strength in the dollar also kept a lid on any increase in gold prices. The dollar climbed to a fresh eight-month high against a basket of major currencies on Monday.

Among other precious metals, silver was poised to log its worst month in year, with a near-10 percent drop. The platinum group metals were the worst performers in the precious group in November. Palladium has lost 20 percent for the month, while platinum has lost 16 per cent - both biggest monthly drops in four years.

40% discount on Dubai traffic fines till Jan 10

Drivers who committed traffic offences in Dubai before September 11 will enjoy a 40 per cent reduction in their fines in line with a new decision issued by the emirate’s police commander, a newspaper said on Monday.

The decision by Dahi Khalfan Tamim increased the reduction rate to 40 per cent from 30 per cent to mark 40 years of the country’s union, the Sharjah-based Arabic language daily Alkhaleej said.

The new decision took effect on December 2, which marked the National Day, and will continue until January 10, it said.

The previous decision to cut fines by 30 per cent was to be enforced for three months, starting from September 11 and ending on December 11.

“The new decision increases the reduction to 40 per cent and extends the deadline to January 10….we urge all drivers who have fines to take advantage and pay before the end of the deadline,” said Major General Mohammed Saif al Zafin, director of Dubai’s traffic department.

The 44th UAE National Day was celebrated with an hour long of spectacular performances staged against the background of the iconic skyline of Dubai.

A perfect location for the event, spectators were surprised with an all-out ‘water’ performance.

If it wasn't horses galopping through the water that astonished, it was the neon-lit flyboarders dancing in the sky, powered by unmanned jet-skis.

As the show went on, voice recordings of the founding fathers of the UAE addressed the audience.

Local dances as well as ballet dances was performed with a wide variety of costumes - from walruses to birds, flowers and other works of art.

The show was concluded with fireworks that equaled if not surpassed the famous Dubai New Year's Eve fireworks.

Saudi cops find child abducted last week

Saudi police found the two-and-a-half-year-old girl kidnapped last week and arrested her abductor and his accomplices in a raid on their apartment, newspapers reported on Wednesday.

Police stormed the flat in the capital Riyadh after watching a suspect for two days based on descriptions provided by witnesses and his image in a film taken by security cameras in and around a medical centre where he snatched the child.

Police spokesman Colonel Fawaz Al Miman said the cops stormed the flat and found Jouri Al Khaldi in good condition with an Ethiopian woman in her 30s.

He told local newspapers that the cops also arrested the abductor, who he described as a dangerous armed man with criminal record. He said another accomplice of Syrian nationality was also nabbed as he tried to escape.

“Jouri was found in a good condition…she was taken for medical checkup before she was handed to her family,” he said, quoted by Sabq and other dailies.

Jouri was with her relatives at a medical centre in Riyadh last week when she suddenly disappeared. Security cameras inside and outside the centre showed a man was talking to her before he took her out.

A staff member at the centre said she saw her getting into the man’s car, apparently thinking he is her father.

Relatives announced after her absence a cash reward of SR1 million (Dh1m) for information leading to her whereabouts.
 

Doctor kills self in postpartum stress

Colombo: A lady doctor committed suicide by hanging herself at her home in Kalalgoda, Sri Lanka.

According to a report in Hiru Gossip, the 36-year-old doctor – a mother of two sons - had left a note saying she was taking the extreme step as she could not bear the stress after becoming a mother.

She was staying at her parents’ home along with her husband, who is also a doctor, and their two boys aged 4 years and 7 months respectively after having her second child.

On Monday, she messaged her husband saying she was returning to their home from hospital.

When the husband followed her, he was shocked to find her hanging from the fan.

The body has been transferred to hospital for post-mortem.

Investigations continue.
