Dubai Tourism and stakeholders discuss post-pandemic steps and strategies to support industry revival

Dubai’s Department of Tourism and Commerce Marketing (Dubai Tourism) held a virtual meeting with key aviation and hospitality partners to discuss current and post-pandemic strategies and joint initiatives aimed at ensuring the tourism industry’s gradual return to normalcy. The meeting also discussed global efforts to minimise the transmission of COVID-19 and precautionary measures deployed to safeguard the health of communities across the UAE.

Presided by the Director General of Dubai Tourism, the meeting was attended by key executives of hospitality groups including Jumeirah, Emaar Hospitality Group, Marriott International, Millennium, Accor, JA Resorts and Hotels, Kerzner International, Al Habtoor Group, Wasl and Rotana, in addition to aviation sector players like Emirates, flydubai and Dubai International Airport.

The partners were briefed on the phased approach being adopted to reopen the tourism sector in Dubai, and the marketing communications and activities in progress across key markets to reinforce Dubai’s high global profile including the ongoing #Till We Meet Again digital activation. With the hospitality sector being a key pillar of Dubai’s economy, the discussions between Dubai Tourism and partners focused on the steps being taken to pave the way for the reopening of hotels and other tourism facilities across the city, while ensuring adherence to the strictest guidelines and providing opportunities to revive domestic market demand.

As part of overall efforts to create a positive perception and a conducive environment aimed at instilling confidence among travellers who plan to visit Dubai, the meeting also looked at various precautionary measures that have been implemented, both at a citywide level and across specific sectors including tourism, which represent critical touchpoints for visitors and residents during their stay. One of the key priorities from a marketing perspective is to emphasise the safety and security that Dubai provides, and the clear stringent health and safety protocols issued by the Dubai Health Authority based on international standards and best practices aimed at containing the contagion. The meeting also discussed the mechanism to ensure adherence to the guidelines, practical solutions to scan and monitor passengers at Dubai International Airport and the effective management of contact tracing in compliance with privacy standards, following the resumption of air travel.

All participants at the meeting expressed their appreciation for the way in which government – both at the Dubai and UAE level – have dealt with the threat of COVID-19 including the rational policy decisions that have allowed robust management of the health crisis and mitigation of the economic repercussions by allowing for the gradual reopening of vital sectors like tourism.

Industry executives at the meeting also agreed that the postponement of Expo 2020 was prudent and well-received. It provides the opportunity to hold the event in a more normalised global environment where all countries can actively participate, making it a more representative Expo for the world in 2021. The businesses also reiterated their support to Dubai Tourism to kick-start the sector with collaborative development of promotional programmes and strong customised packages that take into account the current realities of the global market. The stakeholders were unanimous that there was positive sentiment surrounding Dubai as a key destination in the international circuit thanks to the city’s world class health infrastructure, and protocols and processes deployed during the management of this pandemic. 

His Excellency Helal Saeed Almarri, Director General, Dubai Tourism, commented: “Our regular meetings with stakeholders reflect the longstanding collaboration between Dubai Tourism and its partners, and this latest industry engagement has even greater significance since it allowed us to discuss recent developments and explore ways of restoring tourism confidence and accelerating growth. Paul Griffiths, CEO of Dubai Airports, said: “Dubai International Airport is prepared to welcome visitors as soon as airports around the word start reopening and pave the way for a phased resumption of air services. As health and hygiene standards will play an influential role in encouraging people to travel,  we have put in place a set of health and safety protocols at our airports including all necessary quarantine arrangements and the implementation of sanitisation and disinfection measures to reassure tourists that Dubai is one of the safest destinations to visit. We will also continue to receive incoming flights from select destinations, operate cargo flights, as well as flights to repatriate expatriates and guests to their home destinations.”

Adnan Kazim, Chief Commercial Officer at Emirates Airline, said: “Emirates commences passenger flights between Dubai and nine destinations from 21 May - London Heathrow, Frankfurt, Paris, Milan, Madrid, Chicago, Toronto, Sydney and Melbourne, and we will also offer connections in Dubai for customers travelling between the UK and Australia. We continue to operate flights to other destinations in collaboration with embassies and consulates to repatriate visitors from different nationalities to their respective countries.  The health and safety of our customers and employees remain our top priorities across our operations, and Emirates has implemented comprehensive measures at every step of the customer journey. This includes thermal temperature scanning before check-in, the mandatory use of masks and gloves for everyone at the airport, protective suits for our crew and ground employees, physical distancing protocols, modified services to reduce contact, enhanced cleaning of all our touch points, and much more. Working closely with all stakeholders in Dubai, including the aviation and health authorities, Emirates aims to offer our customers peace of mind and confidence to plan their travel with us, book with us, and fly with us.”

COVID-19 crisis is causing the biggest fall in global energy investment in history: IEA

The COVID-19 pandemic has set in motion the largest drop in global energy investment in history, with spending expected to plunge in every major sector this year – from fossil fuels to renewables and efficiency – the International Energy Agency said in a new report released today.

The unparalleled decline is staggering in both its scale and swiftness, with serious potential implications for energy security and clean energy transitions. At the start of 2020, global energy investment was on track for growth of around 2 percent, which would have been the largest annual rise in spending in six years. But after the COVID-19 crisis brought large swathes of the world economy to a standstill in a matter of months, global investment is now expected to plummet by 20 percent, or almost $400 billion, compared with last year, according to the IEA’s World Energy Investment 2020 report.

"The historic plunge in global energy investment is deeply troubling for many reasons," said Dr Fatih Birol, the IEA’s Executive Director. "It means lost jobs and economic opportunities today, as well as lost energy supply that we might well need tomorrow once the economy recovers. The slowdown in spending on key clean energy technologies also risks undermining the much-needed transition to more resilient and sustainable energy systems."

The World Energy Investment 2020 report’s assessment of trends so far this year is based on the latest available investment data and announcements by governments and companies as of mid-May, tracking of progress on individual projects, interviews with leading industry figures and investors, and the most recent analysis from across the IEA. The estimates for 2020 then quantify the possible implications for full-year spending, based on assumptions about the duration of lockdowns and the shape of the eventual recovery.

A combination of falling demand, lower prices and a rise in cases of non-payment of bills means that energy revenues going to governments and industry are set to fall by well over $1 trillion in 2020, according to the report. Oil accounts for most of this decline as, for the first time, global consumer spending on oil is set to fall below the amount spent on electricity.

Companies with weakened balance sheets and more uncertain demand outlooks are cutting back on investment while projects are also being hampered by lockdowns and disrupted supply chains. In the longer-term, a post-crisis legacy of higher debt will present lasting risks to investment. This could be particularly detrimental to the outlook in some developing countries, where financing options and the range of investors can be more limited. New analysis in this year’s report highlights that state-owned enterprises account for well over half of energy investments in developing economies.

Global investment in oil and gas is expected to fall by almost one-third in 2020. The shale industry was already under pressure, and investor confidence and access to capital has now dried up: investment in shale is anticipated to fall by 50 percent in 2020. At the same time, many national oil companies are now desperately short of funding. For oil markets, if investment stays at 2020 levels then this would reduce the previously-expected level of supply in 2025 by almost 9 million barrels a day, creating a clear risk of tighter markets if demand starts to move back towards its pre-crisis trajectory.

Power sector spending is on course to decrease by 10 percent in 2020, with worrying signals for the development of more secure and sustainable power systems. Renewables investment has been more resilient during the crisis than fossil fuels, but spending on rooftop solar installations by households and businesses has been strongly affected and final investment decisions in the first quarter of 2020 for new utility-scale wind and solar projects fell back to the levels of three years ago. An expected 9 percent decline in investment in electricity networks this year compounds a large fall in 2019, and spending on important sources of power system flexibility has also stalled, with investment in natural gas plants stagnating and spending on battery storage levelling off.

"Electricity grids have been a vital underpinning of the emergency response to the health crisis – and of economic and social activities that have been able to continue under lockdown," Dr Birol said. "These networks have to be resilient and smart to ward against future shocks but also to accommodate rising shares of wind and solar power. Today’s investment trends are clear warning signs for future electricity security."

Energy efficiency, another central pillar of clean energy transitions, is suffering too. Estimated investment in efficiency and end-use applications is set to fall by an estimated 10-15 percent as vehicle sales and construction activity weaken and spending on more efficient appliances and equipment is dialled back.

The overall share of global energy spending that goes to clean energy technologies – including renewables, efficiency, nuclear and carbon capture, utilisation and storage – has been stuck at around one-third in recent years. In 2020, it will jump towards 40 percent, but only because fossil fuels are taking such a heavy hit. In absolute terms, it remains far below the levels that would be required to accelerate energy transitions.

"The crisis has brought lower emissions but for all the wrong reasons. If we are to achieve a lasting reduction in global emissions, then we will need to see a rapid increase in clean energy investment," said Dr Birol. "The response of policy makers – and the extent to which energy and sustainability concerns are integrated into their recovery strategies – will be critical. The IEA’s upcoming World Energy Outlook Special Report on Sustainable Recovery will provide clear recommendations for how governments can quickly create jobs and spur economic activity by building cleaner and more resilient energy systems that will benefit their countries for decades to come."

The COVID-19 crisis is hurting the coal industry – with investment in coal supply set to fall by one-quarter this year – but does not pose an existential threat. Although decisions to go ahead with new coal-fired plants have come down by more than 80 percent since 2015, the global coal fleet continues to grow. Based on available data and announced projects, approvals of new coal plants in the first quarter of 2020, mainly in China, were running at twice the rate observed over 2019 as a whole.

Emirates sets industry-leading safety standard for customers travelling as it resumes operations

Emirates has unveiled multi-faceted measures for employee and customer care at every step of the travel journey, redefining safety, and hygiene standards on board and on the ground. The new measures took effect Tuesday, with the resumption of regularly scheduled passenger flights to nine destinations.

“Emirates is implementing a comprehensive set of measures at every step of the traveller’s journey, to enhance the sanitisation of all touchpoints, and ensure the health and safety of our customers and employees. The risk of catching an infection on an aircraft is already very low, but we have spared no effort in reviewing and redesigning every step, from check-in to disembarkation. Every measure implemented is an additional reduction in risk, and taken altogether, our aim is really to make flying as safe as possible.

“We are working with all the stakeholders in Dubai - including the airport, immigration, health and aviation authorities to implement such measures, and we will continue to review and consult expert advice for any development and changes. We are all aware that we have to adapt to different practices during this pandemic in our day to day activities.

All these measures, in combination with the proactive pandemic management strategies that the UAE has taken, show the seriousness with which we are taking the health and safety of our local and global communities and will give confidence to the public,” said Adel Al Redha, Emirates’ Chief Operating Officer.

Check-in

Emirates has introduced complimentary hygiene kits to be given to every passenger upon check in at Dubai International Airport and on flights to Dubai. These kits comprise of masks, gloves, antibacterial wipes and hand sanitiser. The hygiene kits supplement a slew of additional measures already introduced to keep customers safe.

Gloves and masks are mandatory for all customers and employees at the airport in Dubai, while only masks are mandated on Emirates flights. On arrival at the airport, thermal scanners at various areas monitor the temperatures of all passengers and employees. Physical distancing indicators have been placed on the ground and at waiting areas to help travellers maintain the necessary distance at check-in, immigration, boarding and transfer areas.

The airport team has also installed protective barriers at each check-in desk and immigration counter to provide additional safety reassurance to passengers and employees during interaction over the counter.

Transit passengers

Customers travelling through Dubai International Airport and transferring onto another flight, will go through thermal screening upon disembarkation. Transfer desks at the airport have also been installed with protective barriers as a precautionary measure. Airport staff, dressed in personal protective equipment (PPE) will direct customers from a safe distance for extra assistance. Customers will be given an additional hygiene kit at the gate before boarding their connecting flight.

Boarding

The boarding sequence has been staggered and passengers board by row, from the last row to the first, in small numbers. The waiting area has also been modified to ensure all customers observe social distancing. Emirates boarding agents, dressed in personal protective equipment (PPE), will facilitate the boarding sequence. The boarding gates are deep cleaned and disinfected after the boarding of every flight.

On board

All cabin crew on board will be fully kitted out in PPEs. To uphold the highest standards of safety and hygiene, Emirates has added a cabin service assistant (CSA) to the crew complement on flights over 1.5 hours. The CSAs will ensure lavatories are cleaned at frequent intervals of every 45 mins. Each lavatory has been equipped with sanitising soap and hand washing instructions.

To minimise the risk of infection by touch, magazines and print reading material will not be available during this time. In premium classes, single use menus and wine lists will be provided to passengers. Comfort items such as mattresses, pillows, blankets, headphones and toys will be hygienically sealed. Emirates will resume its service with hot meals, using high quality, cutlery and crockery, sterilised before each use.

Cabin baggage have to be checked-in, and customers can only bring essential items such as a laptop, handbag, briefcase or baby items on board. Customers are reminded to bring pens to fill out Health Declaration Forms required for some destinations.

Emirates’ modern aircraft cabins have been fitted with advanced HEPA air filters which remove 99.97% of viruses and eliminate dust, allergens and germs from cabin air for a healthier and safer on-board environment. After its journey and on landing in Dubai, each aircraft will go through enhanced cleaning and disinfection processes to ensure safety and proper sanitation.

Emirates crew

To safeguard its employees, Emirates’ flight and cabin crew are provided with cars for pick up and drop off at their home at the beginning and end of their duty. Operating crew check in for their rostered flights in a dedicated crew airport facility before being transported to the aircraft. Layovers in destination cities have been reduced where possible and on long-haul flights, where layovers are necessary, crew are put up in individual rooms in hotels. On return to Dubai, where all Emirates cabin crew are based, COVID-19 tests are done on all crew. Every crew member has been mandated a 14-day quarantine in their homes after every flight, unless they are on duty.

Shurooq re-opens leisure, eco-tourism destinations across Sharjah

Sharjah Investment and Development Authority (Shurooq) has announced the completion of a sterilisation drive across its properties, and opened its doors to their popular leisure and entertainment destinations, Al Qasba, Al Majaz Waterfront, Al Noor Island, the Flag Island, Heart of Sharjah, Mleiha Archaeological & Ecotourism Project, Khorfakkan Beach, Maraya Art Centre and 1971-Design Space. In addition, its state-of-the-art City Sightseeing Sharjah (CSS) buses have begun to ply, transporting guests to tourist sites across the emirate.

Shurooq’s hospitality offerings, including The Chedi Al Bait, Sharjah and all three Sharjah Collection properties – Al Badayer Retreat, Al Faya Retreat and Kingfisher Retreat, are offering attractive staycation packages for individuals, couples and families, and will be offering these hotel stays in line with the UAE’s precautionary health instructions and guidelines aimed at combating the spread of coronavirus disease (COVID-19).

From limiting the number of visitors in hotspot areas in leisure destinations to temperature readings, detailed cleaning checklists, strict physical distancing policies, and disposable cutlery, Shurooq’s strategic actions – implemented in coordination with the relevant government authorities – are ensuring that these destinations, , will make visitors’ safety a prime priority.

Thermal temperature readings and hourly sanitisation across all Shurooq destinations With entertainment destinations permitted to reopen in the UAE under strict safety guidelines, Shurooq is once again reopening access across all its destinations, attraction areas and restaurants. Apart from restricting visitor numbers in keeping with the physical distancing protocols in place, and operating 30% of its F&B capacity, the entity is implementing additional safety measures such as digital and thermal temperature readings of all guests, a walk-through sanitisation booth, regular disinfection of common areas during opening hours, single entry and exit points, no entry without masks policy, and clear and visible two metre physical distancing stickers, amongst others.

In accordance to the national precautionary measures and rules, visitors aged 60+ or 12 and below will not be permitted to access Shurooq’s destinations, with exceptions to its hospitality destinations which are welcoming families from all ages.

High-frequency touchpoints and public spaces in focus at staycation destinations At Shurooq’s hospitality destinations, preparations for welcoming guests commence even before their arrival, and the safety and cleaning protocols will continue on their arrival and throughout the course of stay to reassure guests of their wellbeing.

For instance, all touch points in public areas such as door handles, elevator buttons, counter tops, table-tops and railings are thoroughly sanitised periodically using safe and approved chemicals and agents; hand sanitisers are in place in all guest rooms and at all public spaces; temperature readings of resident, non-resident guests, and staff members are taken; and protocols are also in place for staff in the kitchens, restaurants, and in-room dining.

Distant seating policies are in place in the lobby and outside decks at Al Badayer Oasis, Al Faya Retreat, and the Kingfisher Retreat at Kalba. These destinations, under the Sharjah Collection by Mysk by Shaza also offer guests the choice of dining in restaurants that have been reconfigured to ensure safe distance between guests while at The Chedi Al Bait, Sharjah all meals are served in guests' rooms and using disposable cutlery.

The Chedi Al Bait, Sharjah’s first 5-star luxury and heritage hotel developed by the Sharjah Investment and Development Authority (Shurooq) and managed by GHM, is also offering its staycation guests an exciting blend of hospitality and healthcare amenities as licensed doctors provide health consultations and guests can also avail all-day access to medical staff to gain a well-rounded approach to wellness, in collaboration with Burjeel hospital.

Hamdan bin Mohammed announces gradual reopening of business activities in Dubai from fourth day of Eid

Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, Crown Prince of Dubai and Chairman of the Executive Council His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum announced the gradual reopening of business activities in Dubai from the fourth day of Eid Al Fitr (Wednesday, 27 May). Once the announcement comes into effect, there will be no restrictions on movement between 6.00 am and 11.00 pm.

The announcement was made at a remote meeting of Dubai’s Supreme Committee of Crisis and Disaster Management chaired by HH Sheikh Hamdan. The virtual meeting was also attended by Deputy Ruler of Dubai HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum; Chairman of the Committee HH Sheikh Mansour bin Mohammed bin Rashid Al Maktoum; and members of the Committee.

Sheikh Hamdan said the decision was made following a comprehensive assessment of the Committee’s reports, various health and socio-economic aspects and a thorough review of the COVID-19 situation. International guidelines for co-existing with COVID-19 were also taken into consideration before making the decision. The new measures are aimed at adapting to the COVID-19 situation without disrupting activity in vital sectors while strictly observing precautionary measures including wearing of face masks, observing minimum physical distancing of two metres, use of sanitisers and regular handwashing with soap and water for 20 seconds.

Sheikh Hamdan stressed on the need for Dubai authorities to further raise community awareness about precautionary measures. Highlighting Sheikh Mohammed’s statement "Everyone is responsible", His Highness said the community should understand the importance of strictly following preventive steps. Fully adhering to guidelines is key to restoring normal life, His Highness said.

"We are aware of the pressures many sectors are facing because of the repercussions of the COVID-19 pandemic. The UAE society has high levels of resilience to any crises and challenges. We have been following the severe impact of the COVID-19 outbreak on countries around the world. What makes us different is our ability to deal positively with changes and our agility. We have all the elements necessary to adapt to these challenging circumstances. I am confident that all members of the society will come together to overcome this crisis as soon as possible," Sheikh Hamdan said.

During the meeting, Sheikh Hamdan was briefed about the latest developments related to the crisis and the readiness of various sectors in Dubai, mainly the healthcare sector, to deal with any scenario in the upcoming period.

Recent proactive measures have reinforced Dubai’s ability to deal with any unforeseen situation. The emirate has enhanced its hospital capacity by joining hands with the private sector and set up a fully equipped field hospital in Dubai World Trade Centre, which can accommodate up to 3,000 beds.

His Highness was also briefed on the potential capacity of the field hospital at Dubai Parks and Resorts, which was built under the directives and with the generous support of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. The 29,000 square metre hospital set up by the Abu Dhabi Health Services Company (SEHA) can accommodate up to 1,200 patients.

His Highness also reviewed preparations to gradually reopen various spheres of life while maintaining stringent precautionary and preventive measures including physical distancing, wearing of face masks, use of sanitisers and prevention of congestion and crowding. Protective measures also include guidelines on social customs and behaviour for members of the community, especially with regard to family visits.

Sheikh Hamdan was also briefed on the preparedness of key authorities in Dubai to manage the next phase, including Dubai Health Authority (DHA), COVID-19 Command and Control Centre (CCC), Dubai Police, State Security Department, Dubai Civil Defence, Dubai Ambulance, Dubai Municipality, Roads and Transport Authority (RTA), Department of Tourism and Commerce Marketing, the Department of Economic Development in Dubai (DED), Government of Dubai Media Office (GDMO) and other government entities whose efforts are key to maintaining the progress achieved in containing the COVID-19 pandemic.

Sheikh Hamdan called on all key organisations to intensify monitoring to ensure institutions, economic sectors and the public comply with all precautionary guidelines. His Highness expressed his appreciation for the efforts of the National Emergency Crisis and Disaster Management Authority (NCEMA) and the Ministry of Health and Prevention. He also expressed his appreciation for the efforts of the Supreme Committee of Crisis and Disaster Management and all local and federal authorities to combat COVID-19. The Crown Prince affirmed that the safety and security of citizens and residents remain the highest priority of the leadership.

The virtual meeting was attended by HE Abdulla Al Basti, Secretary General of The Executive Council, Major General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police, Major General Talal Humaid Belhoul Al Falasi, HE Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, HE Humaid Mohammed Al Qatami, Director General of the Dubai Health Authority (DHA), HE Mona Ghanem Al Marri, Director General of the Government of Dubai Media Office (GDMO) and Dr. Amer Al Sharif, Vice Chancellor of Mohammed Bin Rashid University of Medicine and Health Sciences and Head of Dubai’s COVID-19 Command and Control Centre.

The latest announcement comes as the Government of Dubai continues its efforts to ensure the highest level of safety for members of the community with the support of various entities. Its key recent measures have included intensified sterilisation at various areas and facilities and increased COVID-19 tests in densely populated areas to facilitate early detection of cases and isolation of people testing positive.

Dubai has deployed state-of-the-art equipment to support medical staff in conducting widespread tests. These have included tests for critical segments like people of determination and the elderly. The emirate has also enhanced monitoring of various entities to ensure compliance with precautionary measures and imposed fines on individuals and entities violating guidelines. Additionally, the Government of Dubai launched urgent economic measures to support sectors most affected by the pandemic including a AED1.5 billion economic stimulus package introduced in March to ease the crisis’s financial impact on small and medium enterprises.

RTA announces revised service timings of public transport, happiness centres, paid parking and shared transport as of Wednesday

Dubai’s Roads and Transport Authority has modified the service timings of public transport (metro, tram, buses, marine transport), taxis and shared transport as well as customers happiness centres, service provider centres, and paid parking zones as of Wednesday 27 May.

The revised timing is in line with the Resolution of Dubai’s Supreme Committee of Crisis and Disaster Management, taken in coordination with the Command and Control Centre for Combating Covid-19 to allow movement in Dubai from 06:00 am to 11:00 pm.

RTA will apply all preventive and proactive health measures highlighted by physical distancing onboard public transport means, and at the entry of transport stations and service centres. Riders and clients will be obliged to wear face masks for their safety and the safety of staffs and operators. RTA will continue with the existing procedures in taxis where the number of riders is restricted to two at the rear seat and using plastic isolators for higher safety levels.

Dubai Metro Red and Green Lines will operate from Saturday to Thursday from 07:00 am to 00:00 (midnight), and on Friday, the service timing will be from 10:00 am to 00:00 (midnight).  The last journey on the Red Line from Rashidiya Station to the UAE Exchange Station will start at 10:54 pm, and the last journey from the UAE Exchange to Rashidiya Station will start at 10:53 pm. The last journey on the Green Line will start from the Creek Station to Etisalat Station at 11:21 pm, and the last journey from Etisalat Metro Station to the Creek Station will start at 11:20 pm.

RTA will operate 54 trains on the Red Line and 17 trains on the Green Line during peak hours to serve 46 stations. The service frequency during peak time will be 2:38 min on the Red Line and 5 min on the Green Line.

Dubai Tram will be in service from Saturday to Thursday from 07:00 am to 00:00 (midnight), and on Friday the service timing will be from 10:00 am to 00:00 (midnight). RTA will operate six tram-trains to serve 11 stations with a frequency of 8 minutes between journeys.

As for the city bus, 902 buses will start services on 142 routes starting from 06:00 am to 11:00 pm, and the intercity bus service will continue to be suspended until further notice. During the national disinfection programme, 74 buses will be operating on 13 routes namely: 8, 10, 12, A13, 17, C01, C07, F18, F21, F34, F43 and X23. These routes will serve 19 public and private hospitals.

Marine transport means will be operating on seven lines from 07:00 am to 10:00 pm. Tourist lines, Dubai Water Canal lines as well as Al Ghubaiba-Sharjah Aquarium Stations line will remain closed.

The taxi fleet, comprising 10,936 vehicles, and limousines amounting to 7000 vehicles will be in service from 06:00 am to 00:00 (midnight). The Taxi service will be operating during the national disinfection hours on-demand. Customers can book their taxi rides via smart apps. Shared transport (U drive and Ekar), Careem Bike service offering 780 bikes at 78 docking stations for rent, will be available from 06:00 am to 11:00 pm.

As for customers happiness centres (Umm Ramool, Deira, and Barsha) and 21 out of 27 service providers centres will be open for customers from 08:00 am to 04:00 pm. The regular tariff will apply to paid parking zones from 08:00 am to 10:00 pm.

RTA has taken all precautionary measures for the safety of riders, clients, staffs, and drivers. It has put in place a comprehensive disinfection system for daily sanitization of trains, buses, vehicles, stations and centres. RTA is making every effort to foster a safe and secure environment for all riders and customers.

UAE records 30% reduction in Nitrogen Dioxide levels between February and April 2020

The Ministry of Climate Change and Environment, MOCCAE, has recorded a notable drop in the concentration of major air pollutants due to the transportation restrictions that have been imposed to counter the spread of COVID-19.

In this context, MOCCAE reported an average 30 percent decline in the levels of nitrogen dioxide, NO2, across the UAE between 1st February and 30th April, 2020.

Speaking on the findings, Aisha Al Abdooli, Director of the Green Development and Environment Affairs Department at MOCCAE, said: "The Ministry closely monitors air quality in the country through its 52 stations and AI lab. Due to the slowdown of all activities as part of the response to the pandemic, the world is seeing a considerable reduction in air pollution."

She added: "The UAE has witnessed a drop in the concentration of nitrogen dioxide, which is released into the air by vehicles. The decline varied between different areas, ranging from 10 per cent to 71 per cent. Overall, the average reduction across the country between February 1 and April 30, 2020, amounted to 30 per cent."

According to MOCCAE’s readings, air quality in the UAE saw a noticeable improvement on 2019, as evidenced by the percentage of green days – days when the concentration of air pollutants is low and air quality is good. In 2019, the country experienced 81 per cent green days, compared to 71 per cent in 2018.

In February 2020, MOCCAE published the first national-level inventory of emissions in the UAE on its website. Moreover, the Ministry completed the technical regulations for air quality measurement systems in collaboration with Emirates Authority for Standardisation and Metrology, ESMA. MOCCAE is currently developing an air quality strategy post-2021.

In parallel with the Ministry’s efforts to improve air quality, Dubai has made great strides in this area. The emirate signed the C40 Clean Air Cities Declaration – a pledge to drastically reduce air pollution by 2025.

It also launched a plan to convert 50 per cent of its taxi fleet to hybrid and electric vehicles by 2021, and replace existing public buses with Euro 5- and Euro 6-compliant buses that optimize the use of energy and reduce carbon footprint.

Other relevant steps include the adoption of the Low Emission Vehicle Strategy in the UAE capital, Abu Dhabi government’s drive to switch its vehicles from petrol to compressed natural gas, and linking Fujairah Municipality’s air quality monitoring network with industrial facilities.

Omi’s back in Bollywood with Metro Park

The occasional Hollywood import to India - actor Omi Vaidya known as the lovable Chatur Ramalingam from 3 Idiots re-enters the Indian scene with the new season of his web series called Metro Park – Quarantine Edition. Metro park came last year and was rather successful.

Omi plays the role of Kannan in the show along with Ranvir Shorey, Pitobash and Purbi Joshi among others. “If you know Kannan, he’s a very anxious uptight fellow. He’s pretty paranoid and the paranoia is a part of our lives now and people are uncomfortable staying more than 6 feet away wearing full head masks - distrusting their own family because of exposure and stuff.  That whole personality is sort of shown in Kannan,” says Omi who also got his wife to handle the camera when he was acting as all the actors had to get their videos shot at home. “It was an experience,” recollects the actor.

Omi was last seen in the Bollywood film Blackmail playing a character called Boss DK. He played late actor Irrfan Khan’s boss who runs a toilet paper manufacturing company.

The actor remembers the time when he worked with Irrfan in his last Bollywood appearance. “Blackmail was the last Bollywood movie in which I acted with the wonderful Irrfan. You watch a lot of actor work when you come on set, They sort of meet your expectation of what you’re going to see - they’re loud, they’re big and they perform in a way that makes sense but Irfan was very different. He was really quiet. He didn’t really talk to anyone. He was focused on the work and the way that he acted was something very unexpected. Many a time, he didn’t really know his lines and I wondered why doesn’t he know his lines? He had one word - something like ‘achcha’ and he didn’t know what it was and I wondered why would he do this? I am the one struggling with Hindi here and why wouldn’t he? The reason I realised is that he wanted to have a natural reaction to what I was saying. When you already know what you’re going to say and you have a predetermined idea of how you’re going to say it. But when you don’t know your line and you just hear somebody talking, you naturally react and that was very interesting to see. It reminded me of how I worked in The Office with Steve Carell. It reminded me of the way he worked, because he also would just not know his lines and it didn’t really make sense in the scene but when you watched the replay you would go ‘achcha. this is a genius right here’!” recollects Omi.


Hamdan bin Mohammed: 50% of government employees to work from the office starting Sunday

Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, announced that 50 per cent of government employees will work from the office starting Sunday, 31st May, 2020.

According to a new decision approved by H.H. Sheikh Hamdan, 100 per cent of government employees will start working from the office two weeks later, effective from 14th June, 2020. Precautionary measures will continue to be strictly enforced in government offices.

His Highness stressed that the decision is part of the Government of Dubai’s comprehensive plan to restore normalcy in the emirate while also ensuring all precautionary and preventive measures outlined by health authorities are stringently implemented. Various vital sectors exempted from the initial restrictions on movement are already following these measures. Other sectors that have resumed operations as part of the gradual reopening of economic activities are also strictly following preventive steps.

The Crown Prince affirmed that all precautionary measures will be stringently implemented and closely monitored to ensure compliance.

H.H. explained that the decision is consistent with the Government of Dubai’s measured approach to protecting the health and safety of citizens and residents and reopening the economy. The Government is committed to supporting economic sectors and those impacted by the repercussions of the global crisis.

Dubai’s highly efficient technology infrastructure has enabled the city to tide over challenges arising from the pandemic. It has also set an example for the world in managing crises and finding innovative solutions for supporting the economy and protecting the community, His Highness added.

The Crown Prince stressed that all government entities in Dubai must be fully committed to enforcing precautionary measures to protect the wellbeing of employees and customers. The leadership places the highest priority on the health and safety of the community, His Highness said.

Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the decision allows some employees to continue working remotely from home. These include the elderly, employees with underlying health and chronic conditions, people of determination, pregnant women and those with compromised immunity.

Al Falasi stressed on the importance of encouraging customers to use smart solutions to obtain government services, which help ensure both employees and customers are protected.

The Dubai Government Human Resources Department will issue a circular at a later date to all Dubai government entities outlining details of the measures related to resumption of full operations at the office.

DHA delivers 800,000 medicines to patients’ homes for free

The Dubai Health Authority (DHA) revealed that 34,000 medical prescriptions, which included 270,000 types of medication and totaled 800,000 medicines were delivered through its “Dawa’ee” free medicine home delivery service. 

The medication was delivered to patients’ homes across the country from the beginning of March to mid of May, 2020.  Dr. Ali Al Sayed, Director of the Pharmaceutical Services Department at the DHA revealed that when the authority initially launched the service last December, it was only covering Dubai, however due to the COVID-19 pandemic, it has expanded in March to include the whole country.  He said that the DHA’s Dawa’ee service aims to provides free medicine delivery across the UAE to the homes of elders and people of determination who require medicines on a regular basis to treat conditions such as diabetes and high blood pressure. 

The authority revealed that it has partnered with Talabat to increase the delivery fleet and  expand the Dawa’ee service to ensure that those who are most vulnerable to the symptoms of the coronavirus (COVID-19) receive their medication while they are safe at home.  Dr Sayed also stressed that the DHA’s 21 pharmacies are working day and night to cater to visitors of outpatient clinics and hospitals and that more than 2,000 medical prescriptions are dispensed per day.

UAE Government announces 30 percent return to work in federal ministries, authorities from 31st May

The Federal Authority For Government Human Resources, FAHR, has announced return to work in all federal ministries, authorities and institutions as of Sunday 31st May 2020 and at a maximum 30 percent capacity of the total employees. The percentage will increase gradually, based on updates on new developments.

The decision, which was circulated to all federal government entities, comes within the framework of enhancing continuity of government work, the gradual return of employees and provision of government services, in parallel with the implementation of remote work system for the excluded employees. The decision stresses that all preventive and precautionary measures to contain the spread of coronavirus, COVID-19, must be adhered to.

According to the decision, certain groups of employees are exempted from return to work and will continue to work under the remote work system. They include; pregnant women, people of determination, people with pre-existing chronic health issues, people who suffer from underlying respiratory diseases like asthma and diabetes, as well as older employees, female employees who provide for their children in grade 9 and below until the end of current school year, female employees who are mothers to children in foster care or those who care for people who require permanent health care under emergency conditions.

Also exempted are the employees who live with groups who are susceptible to health risks and their direct contacts, like elderly people or the people suffering from chronic diseases, weak immunity or people of determination.

The decision states that upon implementing the gradual return to work, all federal entities must adhere to all precautionary health measures, including social distancing protocols among employees and the readiness of the place of work and availability of infrastructure to ensure effective remote work and implementation of flexible attendance system.

It also stipulates conducting a weekly review of the attendance percentage maintained and precautionary measures taken. Detailed regulations on the arrangements for return to work will be issued later by FAHR and circulated to all federal entities.

With the new category, the Award seeks to recognise organisations that have demonstrated outstanding innovation in project management during the COVID-19 pandemic.

Khalifa bin Zayed issues law establishing Advanced Technology Research Council

President His Highness Sheikh Khalifa bin Zayed Al Nahyan, in his capacity as the Ruler of Abu Dhabi, has issued Law No.14 for 2020, to establish the Advanced Technology Research Council, ATRC.

The law stipulates that ATRC is an independent legal entity with full legal capacity to practice its activities and is affiliated to the Abu Dhabi Executive Council.

With the objective of expanding the breadth and depth of an already thriving R&D ecosystem, ATRC has been established to strengthen Abu Dhabi’s position as a world-leading, dynamic hub for research and development. Bringing together cross-disciplinary leaders in research and technology, the new Council will cultivate a collaborative research community, accelerate innovation and discovery and foster a culture of inquiry.

ATRC will oversee all R&D activity in the emirate, assimilating and therefore replacing the Abu Dhabi Research and Development Authority.

As per the new law, ATRC will be responsible for proposing general policies, strategic plans and initiatives related to research and development ("R&D") in the field of advanced technology as well as setting R&D priorities in the emirate in a manner consistent with the Government’s directives and aspirations.

ATRC will also be responsible for setting controls and standards necessary to approve, support, finance and undertake R&D contracts and reporting on these to the Executive Council for approval.

The scope of advanced technology R&D was defined to include R&D activities in all fields and specialties, including engineering, communications, artificial intelligence, AI, robotics, space, alternative energy, renewables, and the environmental, chemical, petrochemical, food, pharmaceutical and construction industries as well as other industries and disciplines, that seek to solve practical problems while achieving commercial purposes and resulting in inventions, products, services or technologies. These activities also include non-commercial academic R&D activities.

The Council’s duties also include preparing plans and programmes, including financing programmes, that aim to expand R&D capabilities in advanced technology according to approved controls, managing and implementing R&D programmes, as well as launching, adopting and supervising R&D initiatives funded by the government.

The Decree also stipulates that ATRC is responsible for reviewing and disbursing R&D grant requests by academic intuitions and individuals in accordance with approved controls and standards, establishing or investing in companies including laboratories and incubators, attracting or accepting investments for R&D purposes, and investing in advanced technologies. In addition, ATRC is responsible for establishing and developing R&D partnerships with local and international financing institutions, exchanging expertise to secure financing and develop R&D in advanced technologies, and entering into contracts and memorandum of understanding agreements with local and international scientific and research institutions, as well as implementing strategies related to investment and commercial activities and intellectual property resulting from research undertaken or contributed to by the Council.

Furthermore, the Law states that ATRC will be run and managed by a board appointed by the Chairman of the Abu Dhabi Executive Council.

OECD recognises UAE's efforts in fighting coronavirus

The Organisation for Economic Cooperation and Development, OECD, has recognised the determined efforts of the United Arab Emirates in fighting the coronavirus pandemic and the effective measures taken by the country’s government to limit the fallout of the crisis on different areas, including social and economic sectors.

The commendation followed an ongoing analysis issued by the organisation about the possible impact of the Covid-19 outbreak on countries around the world and the ability of their economic systems to deal with the crisis. The OECD’s Covid-19 Policy Hub includes a detailed explanation about the numbers of infected cases in each country and the respective measures they have taken to combat the outbreak.

The OECD based its assessment on a detailed report prepared by the Federal Competitiveness and Statistics Authority (FCSA), which includes the initiatives, efforts and strategic plans made by different government entities at the national level aimed at ensuring the health and safety of the community. Taking into consideration the continuity of work in vital sectors such as energy, education, healthcare, communication and government services, the FCSA report highlights the various steps taken by the UAE to halt the spread of the coronavirus, which includes launching awareness campaigns and implementing practical steps, both of which have served to reduce the number of infected cases.

"The high level of responsiveness and prompt decision-making has led to the swift implementation of national plans to deal with the current crisis and ensured administrative efficiency in all government entities. The level of resilience displayed is proof of the innovation of the government system, which works in perfect harmony and coordination under the guidance of the UAE leadership to serve the country’s sustainable development goals," said Abdulla Nasser Lootah, Director General of the FCSA.

"The current crisis has created a real and ongoing challenge. The United Arab Emirates has been able to reduce the fallout from the pandemic in all sectors, thanks to the leadership’s strategy of investing in national qualifications and providing the country’s human capital with all the technical and smart tools to ensure success. Today, we reap the benefits of this investment and are proud of the national integrated team who deserve full praise because of their efforts and ability to collaborate professionally with the OECD - a prestigious global organisation," Lootah continued.

More achievements "We are keen to develop an integrated infrastructure for the national statistics system and to continuously update a comprehensive database that enables us to prepare detailed reports and studies that serve to advance the position of the United Arab Emirates on various global competitiveness indicators, in line with the directions of the prudent leadership," he stressed.

"We are proud of the praise from the OECD regarding the United Arab Emirates’ efforts and its efficiency in dealing with the coronavirus pandemic. We invite all government entities to redouble their cooperation and coordination efforts across all domains to achieve greater successes and make qualitative advances for the country in all sectors and across different indicators," he concluded.

On the level of measures As part of the OECD’s response to the pandemic, a Digital Hub on Tackling the Coronavirus (COVID-19) was launched to provide countries with timely and comprehensive information on policy responses around the world, together with OECD advice, in some cases. Specifically, the Country Policy Tracker is a repository of policy responses and measures from over 90 countries which allows citizens and policy makers to explore the actions taken by each country as we advance through the crisis towards recovery. Beyond immediate responses.

The Digital Hub aims to provide analysis on the longer-term consequences and impacts, paving the way to recovery with coordinated policy responses across countries. OECD analysis underpins the need for decisive action and a coordinated response by governments to kick-start the economy when possible, support the recovery and maintain a lifeline to people. In this way.

The OECD hopes to help governments learn from each other in real time, facilitate co-ordination, and contribute to the necessary global action when confronting this enormous collective challenge.

The United Arab Emirates’ efforts have been recognised and included within the indicator, due to its strategic partnership with the Organisation for Economic Cooperation and Development.

Innovative efforts The report issued by the FCSA highlights the efforts of the UAE government in dealing with the crisis on several levels, including containing the spread of the virus through quarantine and movement restrictions, the application of a distance learning system for university and school students, cancelling public events, curtailing air travel and suspending certain economic activities.

The report explains that the efforts to contain the virus are accompanied by a series of supportive, economic stimulators and commercial growth measures for individuals and companies in order to ensure business continuity. These include the launch by the Central Bank of the United Arab Emirates of two plans worth AED 256 billion, comprising AED 100 billion to support the economic growth of the retail sector and affected companies, and AED 156 billion to support the national economy. It also draws attention to the Abu Dhabi government’s AED 9 billion support plan and the Dubai government’s economic incentive package worth AED 1.5 billion. Other initiatives highlighted in the report include the United Arab Emirates Cabinet approving federal government financial stimulus packages worth AED 16 billion to support business continuity on top of previously announced economic incentive packages.

The FCSA report outlines that the economic measures have been accompanied by supportive healthcare measures. These include the conducting of the largest number of examinations on the population level compared to the other countries, with the tests ongoing on a daily basis and contributing to the detection of many cases. It also highlights the establishment of 13 drive-in testing centres across the UAE and a number of field hospitals that have been opened to ensure the highest levels of health and safety.

The FCSA report also includes the measures taken to reduce burdens on the private sector, with the various financial stimulus packages amounting to AED 86 million. These include extending automatically expired residencies for employees and workers for a period of three months, cancelling administrative fines for expired permits until the end of the current year, and reducing electricity and water services fees for dealers in the tourism, hospitality and trade sectors by 20% for a period of three months. It concludes with a reference to the regulatory measures taken to raise awareness of preventive measures and to preserve mental wellbeing in society.


Mohammed bin Rashid accepts credentials of several non-resident ambassadors of friendly countries

The new ambassadors conveyed, to President His Highness Sheikh Khalifa bin Zayed Al Nahyan and His Highness Sheikh Mohammed, the greetings of the leaders of their countries while wishing them good health and well-being, as well as ongoing progress and prosperity to the people of the UAE. They also expressed their hopes at developing their countries ’relations with the UAE and enhancing their overall cooperation, to benefit all their peoples.

H.H. Sheikh Mohammed welcomed the new ambassadors, stating, "The doors of all national officials and authorities are open to them to consult and search for everything that will help improve the economic, cultural and social relations between our peoples and countries, as well as achieve our common interests."

In his address to the ambassadors through video conferencing, Sheikh Mohammed expressed his confidence that the future will witness peace and promote human relations between peoples, adding that the world will not be the same as before after the coronavirus pandemic. He also wished the ambassadors success in their duties and serving the interests of their countries and peoples while considering the interests of the UAE and its people.

Hamdan bin Mohammed: 50% of government employees to work from the office starting Sunday

Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, announced that 50 per cent of government employees will work from the office starting Sunday, 31st May, 2020.

According to a new decision approved by H.H. Sheikh Hamdan, 100 per cent of government employees will start working from the office two weeks later, effective from 14th June, 2020. Precautionary measures will continue to be strictly enforced in government offices.

His Highness stressed that the decision is part of the Government of Dubai’s comprehensive plan to restore normalcy in the emirate while also ensuring all precautionary and preventive measures outlined by health authorities are stringently implemented. Various vital sectors exempted from the initial restrictions on movement are already following these measures. Other sectors that have resumed operations as part of the gradual reopening of economic activities are also strictly following preventive steps.

The Crown Prince affirmed that all precautionary measures will be stringently implemented and closely monitored to ensure compliance.

H.H. explained that the decision is consistent with the Government of Dubai’s measured approach to protecting the health and safety of citizens and residents and reopening the economy. The Government is committed to supporting economic sectors and those impacted by the repercussions of the global crisis.

Dubai’s highly efficient technology infrastructure has enabled the city to tide over challenges arising from the pandemic. It has also set an example for the world in managing crises and finding innovative solutions for supporting the economy and protecting the community, His Highness added.

The Crown Prince stressed that all government entities in Dubai must be fully committed to enforcing precautionary measures to protect the wellbeing of employees and customers. The leadership places the highest priority on the health and safety of the community, His Highness said.

Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the decision allows some employees to continue working remotely from home. These include the elderly, employees with underlying health and chronic conditions, people of determination, pregnant women and those with compromised immunity.

Al Falasi stressed on the importance of encouraging customers to use smart solutions to obtain government services, which help ensure both employees and customers are protected.

The Dubai Government Human Resources Department will issue a circular at a later date to all Dubai government entities outlining details of the measures related to resumption of full operations at the office.

Dubai Airports CEO speaks out on post-COVID-19 recovery plans

Dubai Airports CEO Paul Griffiths today confirmed that while the airport operator is taking appropriate measures to control costs, optimise liquidity, facilitate cargo and repatriation flights and prepare for a timely and proportionate activation of facilities and services at Dubai International, DXB, to support the resumption of scheduled traffic, the timing and the speed of air traffic recovery will ultimately depend on the development of a vaccine or treatment for COVID-19.

"The COVID-19 pandemic is of a very different nature than any previous crisis in that it has affected supply, demand and health security and by extension the entire global economy," said Griffiths. "We're dealing with a monster here for which we clearly have to find a solution. Until there is a proven level of confidence medically that people can travel without fear of spreading or contracting the virus, the situation we find ourselves in is likely to continue."

COVID-19 had a noticeable impact on passenger traffic at the world’s leading international airport during the first quarter of the year as DXB recorded a total of 17.8 million customers, a year on year contraction of 19.8 percent due to dampened demand and reduced flight numbers caused by the suspension of services by regulatory authorities in the UAE and elsewhere.

"Until a medical solution is found, the industry will rely on bilateral agreements that enable the resumption of services. We will gradually start to see some confidence build between trusted countries where the governments have acted significantly enough and early enough to get the spread of the virus under control," said Griffiths. "As the UAE government took significant and early steps to get the virus under control, we are optimistic that there will be opportunities to pair with other governments that have been similarly effective to get air services going between them. With millions across the world in lockdown and eager for a change of scenery or to visit friends and relatives, travel has become one of the most desirable commodities. However, the current inability to safely travel is diminishing that demand."

Griffiths confirmed that Dubai Airports will continue to ensure a safe and healthy airport environment by enabling social distancing, conducting thermal screening and COVID-19 testing in support of health authorities and undertaking robust deep-cleaning and sanitisation to help alleviate customer concerns about air travel once scheduled services resume.

"While we're certainly ready to ramp up for the resumption of travel, it's virtually impossible to forecast with any reliability as to how rapidly air services will be re-established on a regularly scheduled basis and how long it will take to get back to previous traffic levels," added Griffiths. "We're looking at an 18 month to two-year time frame but that is highly dependent upon the development of an effective treatment or vaccine and the establishment of bilateral arrangements between countries. So, while we can’t predict how quickly or when this will happen, I am optimistic that the innate demand when people realise it is once again safe to travel will be huge. There will come a point where the world will open up again and the desire to travel will be even stronger than it has been in the past and Dubai Airports and the entire aviation community will be ready."

Toyota global sales plummet 45% during pandemic

The number of vehicles sold worldwide by Toyota Motor Co. dropped 45.3 percent year-on-year in April to 472,703 units due to reduced economic activity during the coronavirus pandemic, the Japanese carmaker said on Thursday.

The number of cars produced globally by the Toyota group, including Daihatsu Motor and Hino Motors, plunged 51.1 percent to 445,014, reported the German news agency DPA, citing a report released by the manufacturer.

The group expects its global vehicle sales for the current financial year to fall 14.9 percent to 8.9 million units, the report said.

Japan's largest carmaker projects operating profit for the year ending March 2021 will fall 79.5 percent year-on-year to 500 billion yen (US$4.6 billion) due to the pandemic, Toyota said earlier this month.

The company halted vehicle production in many parts of the world to prevent the spread of the coronavirus. It resumed normal operations in China in late March, while gradually restarting production in some other countries, DPA added.
