Colombo - A couple, involved in an extra-marital affair, moved to a hotel to spend a night.

However, according to ‘Mawbima’, two persons attacked them in the night and raped the woman.

The victim, is a 32-year-old garment worker, a resident of Oluwewa village.

She was carrying out an extra-marital affair with a civil defence soldier, a father of two in the same area.

She had gone with him to a hotel at Rookadawewa area in Goruwila belonging to her paramour’s friend on January 12, after finishing her night shift.

After-a-while, two men, who had come to the hotel, assaulted the boyfriend saying they were police officers and one individual took the young man on a motorcycle while the other person remained guarding the woman.

The individual returned and the two men raped the woman.

The woman went to the police station around 7am and lodged a complaint.

Further investigations are being conducted by Nochchiyagama police.
 

Tattooed woman ‘kidnaps’ youth

A 23-year-old woman has been taken into custody by Maharagama Police for holding an 18-year-old youth for three days in a lodge in Maharagama, ‘Lankadeepa’ has reported.

A lady police officer told the ‘Lankadeepa’ reporter that the young woman was tattooed all over her body.

Upon receiving a tip-off from his parents that their son, who was missing for three days, was being held in a lodge, the police surrounded the lodge and took the young woman and the youth into custody.

Police said that the woman had come to know the victim through her brother, who was a friend of the victim.

A senior police officer said that further investigations are being conducted to ascertain whether the youth was held forcibly or the two were having an affair.

A four-year-old Indian girl, Sada Fathima, who came to Abu Dhabi to visit her father died after she was hit by a vehicle in the Shahama Jadeed area.

The accident took place on Thursday evening at 5.30pm.

The girl, identified to Emirates 24|7 by a social worker who helped the family repatriate the child's body, arrived in Abu Dhabi on December 9, 2014.

Her mother Sumayya, four-month-old brother Mohammed Nasim bin Siddique and grandparents were present at the time of the accident.

Sada Fathima’s father, Abubaker Siddique, runs a grocery in Abu Dhabi and the family came to visit him.

“Sada was to take a flight back home on Friday and the accident happened when the family had just finished their shopping for the return trip,” family sources said.

According to the social worker, the mother was handling the small baby when Sada saw some family members on the other side of the road and she tried to cross to meet them. She was then hit by a vehicle.

The body has since been repatriated to Pappinasshery Kannur, Kerala.

A maid who stole Dh7,400 from the home in which she worked found that a video camera installed in the house, caught her out red-handed.

Dubai Public Prosecution has referred the accused, BBC, aged 50, to the Criminal Court.
She is also accused of stealing a Samsung mobile phone and a wristwatch.

According to the case, Saif OS, a 30-year-old police sergeant win the UAE, received a call from his wife saying that the maid had run away.

He went home and checked the camera footage.
The footage showed the victim going through the home and stealing things, including the cash.

He informed the police, who conducted an investigation and arrested the maid..

 

Saudi Arabia’s religious police arrested an American woman after she was caught meeting her Saudi boyfriend in his car in the Gulf Kingdom.

Members of the Commission for the Promotion of Virtue and Prevention of Vice were on a routine patrol when they spotted the couple inside the car in the capital Riyadh.

“They arrested the woman and her boyfriend and later referred them to the competent authorities to take the necessary measures against them,” ‘Sada’ newspaper said.

It quoted police sources as saying the 28-year-old Saudi had a relationship with the American woman while he was studying in the United States.

After he returned home, he invited the woman, in her 40s, to visit him in Saudi Arabia “where they pursued their affair,” the paper said.

 

Saudi Arabia’s top Islamic cleric has called on parents not to let their little daughters dance in front of men as the Gulf Kingdom’s religious police threatened to punish those responsible for allowing little girls to dance during a local festival.

A film showing a group of little Saudi girls dancing on stage in front of men during the annual ‘Spring festival’ in the central town of Buraidah on Friday triggered criticism by many scholars and viewers after it went viral on social networks and local newspapers.

“Don’t teach your little daughters dancing and allow them to dance in front of men. This spoils their life, childhood and dignity,” the Mufti Sheikh Abdul Aziz bin Abdullah Al Shaikh said on the Saudi ‘Al Majd’ TV channel.

Al Shaikh was responding to a complaint by a Saudi viewer about recurrent TV scenes showing little girls dancing at home and in public places in front of men.

“Teaching your children dancing is a mistake and crime. This is not right. I urge you to bring your children on good deeds and benevolence because in the country of Islam (Saudi Arabia), we must respect our religion.”

Newspapers later quoted officials in the conservative Kingdom’s religious police as warning they would take measures against those responsible for Friday’s event.

‘Ajel’ Arabic language daily said the Commission for the Promotion of Virtue and Prevention of Vice issued the warning although its representatives were present at the ceremony on Friday, adding that they were apparently furious after a wave of angry remarks by scholars and viewers of the film.

“We will punish all those responsible for allowing the girls to dance on stage. We have also received assurances from the festival’s organisers that it was a mistake that would not be repeated,” Commission spokesman Abdullah Al Mansour said.

In another reaction, the town council denounced the incident and warned the organisers against repeating such acts.

“These acts contravene the Islamic Sharia and the social system in the Kingdom. We do not accept such behavior by anyone,” council chairman Mansour Al Arfaj said.

“This is a big mistake on the part of the festival’s organisers, who must ensure it will not be repeated. They must also punish those who are directly responsible for this.”

An Egyptian man died in hospital in Saudi Arabia after doctors mistakenly gave him blood not compatible with his blood group.

Saber Mahmoud was rushed to hospital in the central town of Onaiza after suffering from fractures in the head and other parts of his body in a road accident.

Doctors decided to give him blood during a surgery after he suffered from heavy bleeding in the accident.

"He got better after the operation, but later his health deteriorated after he suffered from renal failure and other problems. Doctors then discovered that the blood given to him was not the same as his blood group,” Sabq newspaper said.

It quoted his brother as saying he was waiting for response from health authorities before suing the King Saud hospital over the medical error.

A woman died hours after giving birth to quadruplets at a Phoenix hospital, a close friend of the family said Saturday.

Erica Morales, 36, never got to hold her newborns before she passed away early Friday morning after a C-section surgery at Banner Good Samaritan Medical Center, Nicole Todman said.
 
"They were transporting her from the surgery to whatever room, and she was still unconscious at that point. So, no, she never got to see them," Todman said.
 
Morales was about seven months into her pregnancy when she delivered three girls and one boy Thursday, according to Todman. She has been one of the few able to visit the premature newborns and said they are doing well.
 
"They're beautiful," Todman said. "They have tubes in their mouths and their noses. They've got little monitors and wires all over their body."
 
The infants will likely remain hospitalized for the next two months while doctors help them to get stronger and each reach a goal weight of 5 pounds (2.25 kilograms), Todman said. Currently, they weigh between just above 2 pounds (900 grams) to just above 3 pounds (1.35 kilograms), she said.
 
Morales was initially hospitalized for high blood pressure. Complications ensued before Morales was taken into surgery, Todman said. She does not know what led to her death.
 
"I don't even care to know," Todman said. "It doesn't matter why. She's still gone."
 
Hospital spokeswoman Toni Eberhardt declined comment Saturday, but she released a statement from the hospital: "Our heartfelt thoughts and condolences are with the family during this very difficult time."
 
Morales, a real estate agent, and her husband, Carlos, who works in manufacturing, had been trying to conceive a baby for two years, Todman said. She said Morales tried everything from acupuncture to fertility treatments. Morales suffered a miscarriage before becoming pregnant last June.
 
Todman, who has been best friends with Morales since childhood, said Morales was more nervous about being a new mother than raising four children at once. Because of her previous miscarriage, Morales was apprehensive about getting too excited about the babies' arrival. She mainly focused on doing things correctly throughout her pregnancy such as eating enough, Todman said.
 
"Her focus of her pregnancy was to make sure she did everything to make sure they were healthy so she was able to bring them into this world — and she did," Todman said.
 
On Friday, Todman started a GoFundMe fundraising website for Carlos Morales and the infants on Friday. The site had received more than $15,000 in donations as of Saturday afternoon.
 

Ministry of Interior has launched electronic vehicle registration across the UAE. The MoI will launch an awareness campaign to educate public about the methods and use of e-registration, said Major-General Dr. Ahmed Nasser Al Raisi, Chairman, Ministry’s E-transformation Higher Committee, MoI.

The service is available on the Ministry’s smart applications UAE MOI as well as patrols’ UTS federal traffic and registration system applications, he said and added that technical team has trained policemen across the UAE on how to use the electronic vehicle registration.

He explained that it will be made available to some employees, and will gradually become available to all patrols through smartphones and tablets.

Brigadier Ghaith Hassan Al Zaabi, Director-General, Traffic Coordination Department, MoI, said the ministry will start fulfilling all the regulatory conditions of the e-transformation throughout all of the Ministry’s documents in regards to traffic across the UAE. “Once completed, this will allow the public to avail the services at all times – regardless of their location or the time of day,” he said.

First Lieutenant Mohammed Darwish Al Balouki, Head of Technical Team in charge of developing MoI’s smart applications, said: “Users of the Ministry’s applications UAE MOI can now view all vehicles registered under their name by accessing the Traffic Section followed by Registered Vehicles. By pressing the plate number, the application allows the user to view an electronic copy of the registration - which is considered a copy of the manual registration - and can be presented when needed.”

He also pointed out that the policemen are provided with “UTS”-backed applications on their smartphones, which help provide electronic registrations, drivers’ licences, and all of the information needed to facilitate patrolling procedures.

An elaborate case alleges that a couple ran an operation using women to lure men to have sex and then blackmailed them for money.

Dubai Public Prosecution referred the man, JBS, Omani, aged 37 and the woman EMB, 30, Emirati, to the Criminal Court.

According to the case, the two employed women to lure men to their house for sex, and then blackmailed them.

Dubai Public Prosecution asked for the punishment of the accused in accordance with Articles 90, 121 and 338 of the Federal Penal Law 3 of 1987.

The police officers who were attacked testified and said they went to inspect the house of the accused after a tip-off.

The first victim said, in his testimony, upon entering the residence of the accused, he found they knew his identity. The police officer said he heard screams from inside the house and when he inspected, he saw his fellow officer lying on the ground.

A medical report confirmed injuries to the police officer.

Man claims Gauhar paid him to slap her

After the hullabaloo of ‘Bigg Boss 7’ winner Gauahar Khan slapping fiasco, the accused Mohd Akil Malik claims that the actress had paid him to do so, Indian express reported.

While speaking to Zee news, Malik stated that he was a junior artist seeking a big break in the industry and giving him hopes of his gala launch was none other than Gauahar Khan herself, but ofcourse with conditions applied.

Malik claims that the dame had promised to get him a role in Salman Khan’s ‘Dabangg 3’ on condition that he slapped her on the sets of the music reality show ‘India’s Rawstar’. She had also promised that she wouldn’t press any charges against him as this was supposed to be a publicity stunt.

He claims that he did not know Gauahar Khan until November 28 when he waited for her to finish her shoot to inform her that he was a big fan of hers and requested her to help him in his pursuit. However, the actor stated that he had to return the favour.

Malik added, on November 30, the two met in Gauahar’s car where the plans were made. He said, “She told me that I will have to slap her on stage. Gauahar also promised me that she would go and tell the police that she has pardoned me and they would not be able to take any further action against my act. The reason Malik slapped Gauahar was simply because she donned a skimpy attire which “damages the mind of the youth”, he further added “I grew greedy to get a role in films. Everyone today wants to work in films. Hence I did it.”

Tha actress has however denied such accusations and has asked her lawyer to get back to culprit.

Ranveer has seized the opportunity offered by the flurry of behind-the-scenes photos posted on his Instagram to mark his fourth year in Bollywood to include a picture of his 'Ram-Leela' co-star Deepika Padukone, cheekily hinting that rumours of an off-screen romance may be true.

This picture speaks 1000 words - many more than any statements and clarifications.

It is the closest the actor has come to confessing to a relationship with Deepika.

Sunny Leone scared of co-star?

Actor Sunny Leone apparently refused to shoot after her co-actor Mohit Ahlawat created a ruckus on the sets.

The two actors were shooting for Bobby Khan's film 'Leela'.

Mid-Day reports that Mohit flew into a rage after seeing the way a person was talking to Sunny. He was so infuriated that he allegedly slapped the concerned person.

Salman Khan's apology to Katrina Kaif

Salman Khan created quite a stir when he addressed his ex-girlfriend Katrina Kaif as 'Kapoor' at the wedding party of his sister Arpita Khan.

Salman also joked that Katrina had lost her chance of becoming a 'Khan' (refering to their affair).

A video clip that showed the entire eppisode went viral on social networking sites.

News had it that Katrina was not too pleased with this, though boyfriend Ranbir Kapoor laughed it off.

However, after realising the damage he had caused, Salman was quick to apologise.

He did not realise that a carefree comment could cause so much trouble for KAtrina.

He therefore rushed to Katrina's home personally and apologised for the harm caused.

Indian media is abuzz with news that Shah Rukh Khan and Aishwarya Rai Bachchan will reunite for director Rohit Shetty's next project.

The movie is a remake of the classic Kishore Kumar- Madhubala starer - 'Chalti ka Naam Gaadi'.

Priyanka's property used to run brothel

Priyanka Chopra, who had rented out a 3000 sqft property to a spa in Mumbai suburb, ran into trouble over a sex racket.

To the actress' horror, the Mumbai Police recently busted a sex racket being run under the garb of a spa on a floor of a building owned by her.

According to a report in Mid-Day, three women were rescued and manager was arrested in the on November 7 raid while the spa owner is on the run.

The women have been sent to a rehab centre.

The actress has now sent a notice to the spa owner. According to a website, the actress, in addition to sending the notice has cancelled the lease for the entire floor of the building.

Karan to bring Ranbir, Aishwarya together?

Latest: Two cars have flipped over in Dubai. One car reportedly overturned on Jumeirah Beach Road, near Mercato Mall, with traffic piling up in the area. One car over-turned near Discovery Gardens.

Tweets have begun to pour in citing the rain impact and strong winds blowing across the country. The nation's weather bureau, the National Centre of Meteorology and Seismology  (NCMS) has tweeted: "Heavy thundery rain over AlRuwais and adjoning."

One radio station tweeted: "Some flooding being reported on the drive in to Dubai from Sharjah".

Stormy weather checks in

Overcast skies gave way to rain showers that lashed parts of the country in the morning hours, even as the 'unstable' weather pattern is forecasted to blow in some thunder and strong winds until Tuesday.

The country's weather bureau has warned the country will face stormy skies over the next 24 hours, as wind speeds pick up to 60 kilometres per hour over the waters of the Arabian Gulf, while dropping by 10kmph or so over land.

Speaking to Emirates 24|7, a spokesperson for the UAE's NCMS said: "The unstable weather pattern, which started late on Monday, will continue until midday on Tuesday, bringing with it fresh to strong winds over the sea, scattered rain is most of the country and rising dust over open areas."

The spokesperson stated the weather was caused due to the cold air in the upper atmosphere, resulting a deep low pressure system with a very strong upward motion that will create extra water vapour in the atmosphere and low clouds.

"The thunderstorms will be temporary, limited largely to the northern part of the country, specifically Fujairah, Ras Al Khaimah and Sharjah, but the rains will be experienced even in Dubai and Abu Dhabi,"  the spokesperson further added.

Cooler climes

Meanwhile, residents may want to reach for their sweaters once again, as the rain and the high winds will also create a significant drop in the Mercury, with the NCMS stating the weather will see a five-degree Celsius drop in the coming days.

"The average lows could reach between six and 12 degrees Celsius in parts of the country," the spokesperson further added.

The NCMS has also warned of rough sea conditions over the next 24 hours, across the Arabian Gulf and the Oman Sea.

Latest: Reports coming in that some roads in Al Quoz area of Dubai are closed to traffic today due to excessive waterlogging. A similar situation has been reporting for traffic coming out of Al Hamra, Ras Al Khaimah.

Several areas in Dubai are flooded this morning, with commuters moving to and from these areas struggling to cope with the effect of heavy rains and thunderstorms in the emirate.

Is there trouble between Arbaaz, Malaika?

Recently, co-producers and Bollywood couple Arbaaz Khan and Malaika Arora Khan launched the music of their movie 'Dolly Ki Doli'.

The event was a huge success but the paparazzi present didn't miss the chemistry or rather the absence of it between the husband and wife.

Man claims Gauhar paid him to slap her

After the hullabaloo of ‘Bigg Boss 7’ winner Gauahar Khan slapping fiasco, the accused Mohd Akil Malik claims that the actress had paid him to do so, Indian express reported.

While speaking to Zee news, Malik stated that he was a junior artist seeking a big break in the industry and giving him hopes of his gala launch was none other than Gauahar Khan herself, but ofcourse with conditions applied.

Malik claims that the dame had promised to get him a role in Salman Khan’s ‘Dabangg 3’ on condition that he slapped her on the sets of the music reality show ‘India’s Rawstar’. She had also promised that she wouldn’t press any charges against him as this was supposed to be a publicity stunt.

He claims that he did not know Gauahar Khan until November 28 when he waited for her to finish her shoot to inform her that he was a big fan of hers and requested her to help him in his pursuit. However, the actor stated that he had to return the favour.

Malik added, on November 30, the two met in Gauahar’s car where the plans were made. He said, “She told me that I will have to slap her on stage. Gauahar also promised me that she would go and tell the police that she has pardoned me and they would not be able to take any further action against my act. In return, she promised to get me a role in ‘Dabangg 3′. Her driver too was a witness to this entire conversation.”

The reason Malik slapped Gauahar was simply because she donned a skimpy attire which “damages the mind of the youth”, he further added “I grew greedy to get a role in films. Everyone today wants to work in films. Hence I did it.”

Tha actress has however denied such accusations and has asked her lawyer to get back to culprit.

Kangana confesses she is dating; is it Hrithik?

It may not be surprising to know that Bollywood actor Kangana Ranaut is dating, but this time it comes right from the horse’s mouth.

Salman Khan's apology to Katrina Kaif

Salman Khan created quite a stir when he addressed his ex-girlfriend Katrina Kaif as 'Kapoor' at the wedding party of his sister Arpita Khan.

Salman also joked that Katrina had lost her chance of becoming a 'Khan' (refering to their affair).

A video clip that showed the entire eppisode went viral on social networking sites.

News had it that Katrina was not too pleased with this, though boyfriend Ranbir Kapoor laughed it off.

However, after realising the damage he had caused, Salman was quick to apologise.

He did not realise that a carefree comment could cause so much trouble for KAtrina.

He therefore rushed to Katrina's home personally and apologised for the harm caused.

Shah Rukh, Aishwarya on remake trail

The movie is a remake of the classic Kishore Kumar- Madhubala starer - 'Chalti ka Naam Gaadi'.

Priyanka's property used to run brothel

Priyanka Chopra, who had rented out a 3000 sqft property to a spa in Mumbai suburb, ran into trouble over a sex racket.

To the actress' horror, the Mumbai Police recently busted a sex racket being run under the garb of a spa on a floor of a building owned by her.

According to a report in Mid-Day, three women were rescued and manager was arrested in the on November 7 raid while the spa owner is on the run.

The women have been sent to a rehab centre.

The actress has now sent a notice to the spa owner. According to a website, the actress, in addition to sending the notice has cancelled the lease for the entire floor of the building.

Karan to bring Ranbir, Aishwarya together?

Soon a video emerged, which went viral, showing Salman pulling Katrina's leg. The actor said, "I gave you a chance to become Katrina Khan, but you chose to be 'Katrina Kapoor'!"

It seems like Salman Khan's comment on Katrina didn’t go down well with the 'Bang Bang' actress.

The actress also gave Arpita's wedding reception on Nov 21 a miss.

If you are working in the UAE and are thinking of approaching the boss to get a pay hike this year, where do you think you stand?

Well, if you’ve been a star performer, you definitely have the credentials to negotiate – but not many others are likely to get lucky this year.

And here are the reasons that higher salary demand may not materalise with the bosses.

Firstly, employers in the UAE are still not going overboard in giving an all-paid-for package anymore. Lessons learnt during the recession are a deterrent and most companies are not willing to give in to the demands – at least not yet.

The 2014 pay hikes were nothing to write home about, and predictions are on the same lines this year.

Aon Hewitt, a company into talent, retirement and health solutions, predicts the pay hikes in the country this year are just going to be very nominal.

The company’s poll of UAE employers reveals an average salary increase of 4.8 per cent in 2015. The figure is even lower than forecasts in 2013 and 2014, which were 5.1 and 5 per cent, respectively, indicating that companies across the UAE are being even more conservative with their budgets this year.

In any case, UAE employees received a lower-than-forecast average salary increase of 4.6 per cent in 2014, below the original projection of 5 per cent.

Worse, many sectors did not see a pay hike at all. “We did not get a hike last year and it seems there is nothing coming along this year as well. There are budget constraints and we receive several job applications each day so there is no urgency on the HR to even think about increments,” said a media sales executive in Dubai on condition of anonymity.

According to the 2015 salary guide by recruitment firm Robert Half, the UAE employment market continues to thrive, and demand for specialist occupations far outweighs supply, resulting in a talent shortage across the region.

But despite all the challenges faced in recruiting staff, salaries for many professional like those in finance and accounting, financial services, information technology, legal, HR and administration rose on average by just 2 per cent over the past 12 months, compared to the current rate of inflation of 3.1 per cent (October 2014), dampening the chances of those thinking of approaching the management to ask for bigger increments this year.

On the brighter side for most employees, the real estate market has begun to cool over the last quarter and experts are suggesting that rents may stabilise or even go down this year.

According to JLL, the residential sector is likely to remain subdued over the next 12 months as the market is expected to absorb 25,000 additional units in 2015.

Rent takes up a huge chunk of any household budget and any relief on that front means more disposable income for the residents.

However, this also means that the cost of living will remain in control and it weakens your case if you wanted a hike that would be determined by the inflation rate.

With the job market growing in the country, the demand for candidates is on the rise but there is no war for talent that could nudge salaries higher.

So, if you are planning to go to your boss to ask for a pay hike, do your research beforehand. Check websites like Glassdoor for a quick update on your market worth and make a strong case why you deserve more money in 2015.

If you’ve just met your targets, chances are that a hefty pay hike is unlikely to come by and you’ll be more in line with a 5 per cent jump across the board, if and when that happens.

A six-day-old infant in Chennai, India, was rushed to hospital after he ‘spontaneously combusted’, alleged his mother.

His feet simply burst into flames, reported Daily Mail. Doctors including paediatricians, psychiatrists and plastic surgeons are running tests on the boy to ascertain the cause.

Meanwhile, the baby’s 22-year-old mother says this is not the first experience she has had. In 2013, her older child – then three months old – had similarly combusted spontaneously. In fact, she claims her older child has combusted four times.

However, then the doctors who conducted tests on the boy concluded that it was not a spontaneous incident and suspected the boy may have been abused or been in accidental fire.

Meanwhile, some scientists say in spontaneous human combustion (SHC) a human body can become an ‘inside out’ candle. The person’s clothes are the wick, while their body fat is the wax or flammable substance, that keeps the blaze going, reported Daily Mail. Some say static electricity could cause the needed spark.

In this particular case, doctors are yet to determine the exact cause. They have sent out wound swabs for tests, the Dean of the hospital was quoted as saying.

Indonesian investigators said they had found no evidence so far that terrorism played a part in the crash of an AirAsia passenger jet last month that killed all 162 people on board.

Andreas Hananto told Reuters that his team of 10 investigators at the National Transportation Safety Committee (NTSC) had found "no threats" in the cockpit voice recordings to indicate foul play during AirAsia Flight QZ8501.

The Airbus A320-200 vanished from radar screens on December 28, less than halfway into a two-hour flight from Indonesia's second-biggest city of Surabaya to Singapore. There were no survivors.

When asked if there was any evidence from the recording that terrorism was involved, Hananto said: "No. Because if there were terrorism, there would have been a threat of some kind."

"In that critical situation, the recording indicates that the pilot was busy with the handling of the plane."

Investigators said they had listened to the whole of the recording but transcribed only about half.

"We didn't hear any voice of other persons other than the pilots," said Nurcahyo Utomo, another investigator. "We didn't hear any sounds of gunfire or explosions. For the time being, based on that, we can eliminate the possibility of terrorism."

No explosion?

Utomo said that investigators could hear "almost everything" on the recording contained in one of the flight's two "black boxes". The other is the flight data recorder, and both have been recovered from the wreckage at the bottom of the Java Sea.

He declined to give details about what was said during the doomed flight's final moments, citing Indonesian law.

Indonesian authorities have said that bad weather was likely to have played a part in the disaster.

According to Hananto, evidence also showed that an explosion was unlikely before the plane crashed, disputing a theory suggested by an official from the National Search and Rescue Agency last week.

"From the (flight data recordings) so far, it's unlikely there was an explosion," Hananto said. "If there was, we would definitely know because certain parameters would show it. There are something like 1200 parameters."

The final minutes of the AirAsia flight were full of "sounds of machines and sounds of warnings" that must be filtered out to get a complete transcript of what was said in the cockpit, said Hananto, who has been an air safety investigator since 2009.

The first half of the two-hour long cockpit voice recording has been transcribed. That includes audio from the previous flight and the beginning of Flight QZ8501, which crashed around 40 minutes after takeoff.

The team, which is working with French, Singaporean and Chinese air safety investigators, hopes to finish transcribing the recording this week, Hananto said.

With seven computers and various audio equipment, the small NTSC laboratory dedicated to the AirAsia investigation is split into two rooms; one for the cockpit voice recorder and the other for the flight data recorder.

Analysis of the flight data recorder would take longer, Hananto said, because investigators were examining all 72 previous flights flown by the aircraft.

Investigators hope to finish a preliminary report on the crash early next week. The full report could take up to a year, but will not include the entire cockpit voice transcript.

"In Indonesia it remains undisclosed," said Tatang Kurniadi, chief of the NTSC. "Just some important highlights will be included in the report."

Whether it was direct negotiation with their landlords or filing a case with the Rental Dispute Settlement Centre (rental committee), majority of Dubai tenants have been successful in avoiding termination of their rental contracts, according to a new report.

“Only 31 per cent of respondents challenged the proposed termination and of those over 84 per cent did so by way of direct negotiation. Where a challenge was issued, either directly or through the Rental Committee, over 64 per cent were successful,” Hadef & Partners, a UAE-based law firm, said in its report 'The legal state of the Dubai property market.'

Emirates 24|7 had reported earlier the RDSC, the judicial arm of the Dubai Land Department (DLD), had become operational from December 2013 and would resolve most of the disputes in a maximum of 30 days.

The centre was established following the issuance of Decree No. 26 of 2013 and is aimed at enhancing legal procedures that facilitate settlement of rental disputes.

According to the Article 16 of the decree, the rental committee will have to judge all lawsuits within a period not exceeding 30 days from the date of referral of the case to them. However, the deadline can be extended in accordance with the rules and procedures adopted by the chairman of the centre in this regard.

To control arbitrary rent increase, Dubai issued Decree No 43 of 2013 (read below) that sets a specific band for maximum rent increases that a landlord can demand at the time of renewing leases.

Though the implementation of the rent cap was anticipated by some in the market to increase lease terminations - this does not appear to be reflected in the results, the law firm said. The report revealed that over 80 per cent of tenants saying “their landlords had not attempted to terminate their lease in 2014”.

In cases where landlords did seek terminating of contracts, 62 per cent of cases were on the basis of the sale of property, it added.

On an annual basis, Reidin rental index shows rents in Dubai declined to 15 per cent in 2014 compared to 18 per cent in 2013.

JLL, a global real estate consultancy, expects 25,000 new units to be delivered this year, which it believes will further slowdown rental increases.

This website had quoted Marwan bin Ghalita, Chief Executive Officer, Real Estate Regulatory Agency (Rera), the legal arm of DLD, in October 2014 as saying no tenant could be evicted unless the landlord had served a 12-month notary public notice.

“If there is no valid reason, the rental committee is likely to extend your contract. In case, the owner does not sell, the committee will block it in the system so he/she can’t rent it and if the owner is going to use it for personal use then he/she cannot lease for two years,” he then said.

Rent decree

In order to control the arbitrary rent increases, Dubai government released a new rent decree in December 2013.

The Decree, No 43 of 2013 now sets a specific band for maximum rent increases that a landlord can demand at the time of renewing leases. The decree is applicable to private and public sector owned properties in Dubai, as well as within the free zones.

- No rent increase if the rent of the property unit is less than 10 per cent of the average rent of a similar property in the same residential area.

- If the rent value is between 11 per cent and 20 per cent less than the average rent of a similar property, the maximum rent increase shall be equal to 5 per cent of the rent value.

- If the rental value of a unit is between 21 and 30 per cent less than the average rent of a similar unit, the maximum rent increase shall be equal to 10 per cent of the rental value.

- If the rental value of a property is between 31 and 40 per cent less than the average rental of a similar property, the maximum rent increase shall be equal to 15 per cent of the rental value.

- If the rental value of a property unit is less than 40 per cent or more of the average rent of a similar unit, the maximum rent increase applicable is of 20 per cent.

The average similar rental value of the property will be determined by the Rera's rent index.
